<br /> Section 5. The City Council herewith finds, determines and declares that this <br />ordinance is necessary for the immediate preservation of the public health, safety and welfare in <br />order to timely effectuate the appointment of an eighth planning commission member for a <br />temporary term as set forth in Section 2 herein, which appointment and term is necessary to <br />rectify a recent error in the administration of terms of members of the commission. As an <br />emergency ordinance, this ordinance shall take effect March 21, 2006, provided the same has <br />been adopted and signed by the Mayor and approved by two-thirds of the entire City Council. <br /> Section 6. If any portion of this ordinance is held to be invalid for any reason, such <br />decision shall not affect the validity of the remaining portions of this ordinance. The City Council <br />hereby declares that it would have passed this ordinance and each part hereof irrespective of the fact <br />that anyone part be declared invalid. <br /> Section 7.
