<br /> All ordinances calling for a special election of which are to take <br /> effect under an emergency clause shall require an affirmative vote <br /> of three-fourths of all members elected to the City Council. All <br /> other actions of the City Council upon which a vote lS taken shall <br /> require the concurrence of a majority of those present if a quorum <br /> exists. <br /> 1.16.040 Referendum <br /> Ordinances may be referred to a vote of the qualified <br /> electors of the City by the voluntary action of the City Councilor <br /> upon receipt of protesting petitions of the qualified electors <br /> pursuant to the requirements and procedures as set forth in Title 1, <br /> Article 40, C.R.S. 1973. <br /> - - - <br /> - - - <br /> 1.16.050 Record and Publication <br /> All ordinances, as soon as possible after their passage, <br /> shall be recorded in a book kept for that purposes, and authenticated <br /> by the signature of the presiding officer of the Council and the <br /> Clerk. All ordinances of a general and permanent nature, and those <br /> imposing a fine, penalty or forfeiture, shall be published in some <br /> newspaper published within the City limits. Such ordinances shall <br /> not take effect and be in force until the expiration of 30 days <br /> after they have been published, except for ordinances calling for <br /> special elections or necessary to the immediate preservation of the <br /> public health or safety and containing the reasons making the same <br /> necessary in a separate section. The excepted ordinances shall take <br /> effect on adoption and upon approval and signature by the Mayor, <br /> provided they have been passed by an affirmative vote of three- <br /> fourths of the members of the Council. <br /> 1.24.040 Credit on Fine - For Work Done <br /> Any person imprisoned for non-payment of a fine, who is <br /> required to work for the City provided in section 1.28.010 shall <br /> be allowed, exclusive of his board, the additional credit of three <br /> dollars ($3.00) per hour for each houris work, on account of such <br /> fine and costs. <br /> 2.12.060 Action - Procedure <br /> Every subject coming before the Council for its action <br /> shall be submitted by resolution or Motion.
