Historic Preservation Commission <br />Meeting Minutes <br />February 7, 2011 <br />Page 2 of 7 <br /> <br />McCartney answered the property drains runoff to the southwest corner of the house <br />and then it seeps into the basement along the foundation. <br />Stewart asked, if the drainage was pumped out of the basement, where would it go from <br />there. <br />McCartney answered it would be pumped to the north side of the house and then run off <br />to the street. <br />Stewart asked why a pump was necessary. <br />Hoffman answered because the crown in the property does not allow the water in the <br />backyard to adequately runoff to the street. <br />Stewart asked why the concrete path needed to be removed. <br />Hoffman stated the sump will be placed below the existing concrete pathway, therefore <br />it needs to be removed. <br />Public Comments – None <br />Commission Comments / Questions <br />Stewart stated the pump is usually the last resort in a drainage situation. <br />Tofte asked if there were any other options. <br />Stewart stated gravity feed is preferred, but the City recommends a pump. <br />Lewis commented regarding the roof request. She stated she agreed with staff on the <br />need for a structural engineer. She asked if the approval for the engineer could be <br />approved tonight to allow the applicant to get started. <br />McCartney stated it could be included as a condition of approval in the report that is <br />forwarded to Council. <br />Speier stated there should be an ILC required for grant requests involving site issues. <br />Stewart asked for a motion. <br />Koertje made a motion for approval of the request, with the two conditions as presented. <br />He included a third condition stating an Alteration Certificate is recommended for <br />approval. He also included a fourth condition to recommend approval for the hiring of a <br />structural engineer, with the fee being paid by the HPF. <br />Lewis seconded the motion. The motion was approved unanimously. <br />Update/Discussion – Grain Elevator HSA – Update <br />McCartney gave an update of the Grain Elevator HSA. <br /> <br />
