Planning Commission <br />Bolder Tutor SRU <br />April 14, 2011 <br />The proposed school is compatible with the surrounding office and medical uses in the <br />complex. The site will continue to be accessed from the existing entry points off of Hecla <br />Drive and the current surface parking will be utilized to serve the school. Staff finds this <br />criterion has been met. <br />5. That an adequate amount and proper location of pedestrian walks, malls and <br />landscaped spaces to prevent pedestrian use of vehicular ways and parking <br />spaces and to separate pedestrian walks, malls and public transportation loading <br />places from general vehicular circulation facilities. <br />The subject property has a sidewalk that runs along the southern and eastern sides of the <br />property. There is not a formal pedestrian access that connects the sidewalk to the building <br />as the access drives do not have sidewalks. Pedestrians will likely cut through the <br />landscaped area off of Hecla Drive or walk up the access drive to get to the building. <br />Although pedestrian access to the site is not ideal, staff finds occupying a space within an <br />existing building with a school should not trigger the requirement to upgrade the pedestrian <br />facilities. Staff finds this criterion has been met. <br />STAFF RECOMMENDATION: <br />Staff finds the proposed use is consistent with the criteria for approval of a special review <br />use. The school will fill a vacant commercial space, provide a valuable service to the <br />Louisville citizenry, and will not have any foreseeable adverse affects on the surrounding <br />neighborhood. <br />Staff recommends Planning Commission move toapprove Resolution No. 10, Series <br />2011, a resolution recommending approval of a Special Review Use to allow for the <br />operation of a private school on a property controlled by the Alvenus Park Planned <br />Unit Development at 1371 Hecla Drive. The resolution includes a condition which states <br />that approval of this Special Review Use is granted to Bolder Tutor only and can not be <br />transferred to a separate applicant. <br />The Commission may approve (with or without conditions), continue or deny the request. <br />The Commission’s recommendation will be forwarded to City Council for final action. <br />ATTACHMENTS: <br />Attachment #1 – Resolution No. 10, Series 2011 <br />Attachment #2 – Complete application packet <br />5 <br />
