City Council <br />Study Session Summary <br />April 12, 2011 <br />Page 2of 6 <br />Mayor Sisk opened the meeting by presenting “Shining Star” recognition <br />certificates to Eliza Miller, Bonnie Schrag and Joi Wu and certificates to outgoing <br />members BrookeCox(absent), Daisy Fuchs, Antonia Lin, Bonnie Schrag, <br />Kendall Webster and Joi Wu. <br />Megan Valentine, Chairperson, presented information on the projects and <br />activities the members have been involved with and accomplished since <br />September of 2010. Plans are still being determined for the group’s April 2011 <br />project working with the Keep It Clean Community Clean Up Project by possibly <br />cleaning up a section of the Coal Creek Trail. The Boardhopes to keep the <br />future lines of communication open withCity Council and asked for Council’s <br />continued support. Council Member Marsella was pleased the Boardhad the <br />opportunity to review the Downtown Pedestrian and Parking Action Plan. Mayor <br />Sisk hopes to continue to getfeedback on any issue important to the Board and <br />to give the feedback to Council Member Yarnell so that she can bring back to <br />City Council. The Mayor encouraged the group to attend the Joint Meeting with <br />st <br />City Council and Boulder Valley Schools on the evening of May 31.Council <br />member Muckle suggested the group review the City’s capital projects that are <br />planned and to give their opinions on purchases. Council Member Yarnell said it <br />has been wonderful working with the Board this year and Megan Valentine <br />thanked her for her involvement. <br />Update/Discussion –Emergency Preparedness –Emergency Powers of <br />Mayor, Council and City Manager <br />Ordinance 1592 was approved by City Council on first readingon March 1st, but <br />because Council had questions and concerns about some of the language in the <br />Ordinance, Council requested the proposed ordinancebe discussed during a <br />study session. Malcolm Fleming presented the issues that Council had been <br />concerned about relating to Section 2.50.020D, paragraphs 3, 12, 13, and 14. <br />Malcolm stated these sections are important, however, not critical if Council <br />wants to eliminate. Section wording from the Ordinance follows: <br />3. Subject to any applicable legal requirements to provide compensation, <br />commandeer or utilize any private property if the city manager finds this <br />necessary to cope with the emergency. <br />12. Temporarily seize any non-residential building for the purpose of providing <br />temporary shelter for displaced disaster victims. <br />13. Close or regulate the business hours of any commercial establishment in the <br />City when such closing or regulation is in the public interest. <br /> <br />
