City Council <br />Study Session Summary <br />May 10, 2011 <br />Page 4of 6 <br />Mayor Sisk heard from a constituent that the City of Louisville Building <br />Department is the best building department they have ever been in and Mayor <br />Sisk thanked Mike Jones. <br />Update/Discussion –Pavement Management <br />Drew Sartell, Civil Engineer II for the Public Works Department, presented a <br />powerpoint presentation on Cartegraph. Cartegraph is a new pavement <br />management software that is being used to guide annual pavement maintenance <br />and rehabilitation efforts as well as long term pavement management needs for <br />the City. Money is going further by applying the appropriate maintenance <br />activity at the right time in order to prolong the life of our pavements. <br />Council member Muckle and Marsella passed on a couple of complaintsthey <br />have received from residents about street maintenance. Some of the poorer <br />streets in the City have not received work over the past several years. However, <br />they are in the pavement management plan in the next 3-5 years to receive full <br />re-construction as stated by Craig Duffin, Assistant City Engineer. A map is <br />available of all the streets in Louisville and shows what streets have maintenance <br />planned for 2011. <br />Carlos Hernandez of the Louisville Revitalization Commission was present and <br />complimented the Public Works Department staff on their good work. Carlos <br />suggested that when staff has scheduled maintenance on a City street either by <br />chip sealing or an overlay that this is an opportunity, and perhaps cost-effective <br />to include at this time the addition of striping for bicycle lanesand striping of <br />crosswalks,especially on the arterialand collector streets. Council member <br />Muckle asked if striping of bicycle lane and crosswalks would tie into the <br />Pedestrian and Parking Plan and encouraged staff to look into it.Troy Russ, <br />Planning Director, confirmed that it would tie in. <br />City Manager Fleming stated he was proud of the work done by staff on <br />Cartegraph and this was exactly what he wanted to see. He thanked staff <br />members Drew Sartell, Craig Duffinand Tom Phare. <br />Tom Phare, Public Works Director, responded to concerns that some of the chip <br />seal done in the recent couple of years has been of a poor quality. Tom said <br />there are environmental factors, such as a cold snap, that can have a direct <br />affect on pavement. Extremely cold weather and freeze-thaw cycles that <br />pavements experience can cause cracking and pull pavement apart. These <br />environmental factors interfere with how long the chip seal will last. <br />Mayor Sisk encouraged Public Works staff to take to heartthe intersections near <br />schools and requested that staff be flexible to include additional striping, if <br />needed, within the street project scope of work.
