City Council <br /> Budget Retreat <br /> Special Meeting Minutes <br /> March 8, 2011 <br /> Page 3 of 5 <br /> anticipated outside the 5 -year CIP and potential 2011 budget amendments and /or 2012 <br /> budget priorities. <br /> COUNCIL QUESTIONS COMMENTS <br /> City Council requested the budget projection show an increase in the cost of utilities <br /> from 4% to 6 There was discussion relative to the Historic Preservation Fund <br /> contributions, which are identified by resolution. <br /> City Manager Fleming reviewed the current 5 -year C -I -P which contains funding for <br /> $32.3 Million dollars. Unfunded Capital Improvements identified an additional $46.2 <br /> million of capital projects not currently funded through the 5 -year Capital Improvement <br /> Plan over the next ten years. <br /> POTENTIAL USES OF USE TAX REVENUE <br /> City Manager Fleming requested City Council direction on what City services should be <br /> restored. <br /> COUNCIL QUESTIONS COMMENTS <br /> City Council discussed restoring the following services: Branch Recycling Center, <br /> funding for Senior Meal site, and community events. It was noted with the citywide <br /> single hauler program, which includes composting there has not been as much of a <br /> demand. There were Council comments relative to restoring community events. <br /> PUBLIC COMMENT <br /> Shelley Angell, Executive Director of the Louisville Chamber of Commerce, requested <br /> funding cuts in contributions for BRaD ($2,500) and the Taste of Louisville and Parade <br /> of Lights ($2,500.00) be restored. <br /> Steve Anderson, 225 South Boulder Road, Louisville, CO requested the City restore <br /> funding for non profit organizations. He explained the cost and need is up and the <br /> contributions are down. He requested City Council consider funding non profits with its <br /> discretionary money. <br /> Michael Menaker, 1892 Choke Cherry Drive, Louisville, CO requested City Council <br /> restore the community events, fireworks, the Branch Recycling Center and increasing <br /> the museum hours with historic preservation funds. <br /> Mark Zaremba, 927 Main Street, Louisville, CO requested Council fund upgrades to the <br /> Steinbaugh Pavilion and outlined the three repair items. <br />
