City Council <br /> Budget Retreat <br /> Special Meeting Minutes <br /> March 8, 2011 <br /> Page 5 of 5 <br /> along with 10 other cities in the Colorado Performance Measurement Consortium. In <br /> 2010 the participating cities compiled data on numerous activities. This report reflected <br /> data submitted in 2010 for the 2009 fiscal year. City Manager Fleming requested City <br /> Council review the existing Colorado Performance Measurement Consortium measures <br /> and discuss additional or refined performance measures. <br /> City Manager Fleming gave an example of how the City has used the measures in the <br /> Human Resources Department. He reviewed the measures and comparisons <br /> concerning parks, facility management, the revenue per capita, number of PCs per <br /> Information System, application inventory (software), police, library, and risk <br /> management. <br /> City Council discussed the statistical information provided in the Colorado Performance <br /> Consortium FY 2009 Data Report. Concern was expressed over the measures <br /> reflecting Louisville's crime rates/violent crimes. Police Chief stated he would revise the <br /> statistics to correctly reflect the City of Louisville's rate of crimes. <br /> STRATEGIC PLANNING: CONSIDERATION OF SHORT -TERM AND LONG -TERM <br /> GOALS <br /> City Manager Fleming requested Council direction on any goals they would like to see <br /> the City accomplish, including goals for the longer term (5- years, 10- years, 25 -years or <br /> beyond). <br /> COUNCIL QUESTIONS COMMENTS <br /> Councilor Muckle commented on Goal #7 regarding Historic Preservation and stated it <br /> was his understanding it would be the Grain Elevator and developing commercial <br /> incentives. On Goal #1 relative to Economic Development, he voiced his concern over <br /> putting anything but commercial development in the vacant Sam's Club and Safeway. <br /> ADJOURN <br /> MO 'Ior Muckle moved for adjournment, seconded by Councilor Dalton.
