City Council <br /> Meeting Minutes <br /> March 15, 2011 <br /> Page 8 of 12 <br /> Project for the McCaslin Blvd /Dillon Road intersection are projected to impact the US36 <br /> and McCaslin Blvd signalized intersection. <br /> The scope of the McCaslin Blvd /Dillon Road intersection project is to eliminate the split <br /> phase of the existing traffic signal in order to improve the efficiency of the signal. This <br /> will decrease overall delay at the intersection and traffic queues for northbound <br /> McCaslin Blvd. The City will also look for opportunities to improve pedestrian and <br /> bicycle mobility through the intersection. <br /> There is a possibility right of way acquisition and /or construction easements will be <br /> needed in order to construct the intersection improvements. Michael Baker Jr., Inc. was <br /> selected by the City to perform the preliminary engineering and right of way work (if <br /> needed) for the intersection improvements. A Professional Services Agreement will be <br /> executed between Michael Baker and the City to start the design and right of way work <br /> once the contract is executed by CDOT. <br /> The preliminary schedule is to complete the design work in 2011 and advertise the <br /> project for construction in the early spring of 2012. The preliminary schedule and project <br /> costs will be impacted if right of way must be acquired to construct the intersection <br /> improvements. Staff will schedule a Study Session with City Council to discuss <br /> recommended design improvements, project costs and project schedule at the <br /> appropriate time in the future. <br /> Mayor Sisk requested public comments. There were no comments. <br /> COUNCIL COMMENTS <br /> Mayor Pro Tem Marsella asked if the right of way has to be increased, will CDOT <br /> contribute to the funding. Senior Civil Engineer Thompson confirmed CDOT would <br /> contribute to the funding. <br /> Mayor Sisk asked for a history of the project. Senior Civil Engineer Thompson <br /> explained at one time there was a joint project with the Town of Superior for the US- <br /> 36/McCaslin Blvd Interchange northeast loop. As that project was not cleared in the <br /> environmental work, and thus not eligible for funding, those funds were diverted to <br /> McCaslin Boulevard to eliminate the split phase of the existing traffic signal in order to <br /> improve the efficiency of the signal as well mobility on US 36. <br /> Mayor Sisk inquired why a contractor has already been determined. Senior Civil <br /> Engineer Thompson stated the RFP process per City policy was followed in order to <br /> perform the preliminary engineering and right of way work (if needed) for the <br /> intersection improvements. <br /> Deputy City Manager Balser thanked CDOT for their cooperation. <br />
