He stated the atrium entryway is a <br /> reasonable compromise. <br /> It was suggested the applicant provide a complete history of the modifications to the <br /> buildings since Mr. Lehman's ownership, when the Final PUD is presented and that <br /> Staff work with the Historic Preservation Board on this PUD. <br /> Mayor Sisk asked City Attorney Light to confirm Mr. Lehman could proceed with the <br /> improvements to 920 and 940 Main Street. City Attorney Light explained Mr. Lehman <br /> has the existing PUD and the extension, which include some improvements to the <br /> building. The timing issue will begin with a building permit to affect the PUD. He stated <br /> the timing of the project is under the control of the owner. <br /> MOTION: Councilor Muckle moved to approve Resolution No. 20, Series 2011, <br /> seconded by Mayor Pro Tem Marsella. All were in favor. <br /> RESOLUTION No. 21, SERIES 2011 A RESOLUTION TO CHANGE WARD <br /> BOUNDARIES FOR THE CITY OF LOUISVILLE, COLORADO TO CONFORM TO <br /> CONSTITUTIONAL APPORTIONMENT REQUIREMENTS <br /> Mayor Sisk requested a Staff presentation. <br /> Public Relations Manager Muth explained Section 6 -4 of the Louisville City Charter <br /> states 'The City shall be divided into three (3) wards, the boundaries of which shall be <br /> revised only by a resolution adopted by the affirmative vote of a majority of the entire <br /> Council." The Charter further requires that following each federal decennial census, the <br /> boundaries of wards shall be revised using current census information. The population <br /> of each ward shall not vary more than five (5) percent from the population of any other <br /> ward. Wards were changed in 2002 based on the 2000 Census numbers. The existing <br /> wards do not meet the maximum 5% variance requirement of the Charter. (Ward 2 is <br /> too small by 133 residents and Ward 3 is too large by 15 residents.) Staff presented <br /> three options for redistricting for the City Council to consider. Each option has the three <br /> wards within 5% of each other. Staffs used the following information to process and <br /> prepare these options: <br /> 1. 2011 total population from the 2010 City of Louisville US Census: 18,376 <br /> 2. The average number of residents for each ward needs to be 6125. Using the <br /> 2.5% variance that is allowed above or below that average. Each ward <br /> population must fall between 5972 6278. <br /> 3. Staff tried to have ward boundaries not divide existing neighborhoods. <br /> 4. Staff used the population numbers from the 2010 City of Louisville US Census <br /> Population by Block. Census blocks are the smallest area counted by the <br /> census. <br />
