Sec. 13.12.040. Tap fee. <br /> A. The tap fee shall be computed by reference to sections 13.12.020 and <br /> 13.12.030, subsection D of this section, if applicable, and a table of fees established <br /> by the city manager. administrator. O er before July 17, 2000, for the balance of <br /> the third calendar quarter of <br /> thereafter, Tthe city manager- administrator shall by order enacted and effective on a <br /> calendar quarter basis establish a table of city water tap fees to be paid few --the <br /> ensuing quarter. <br /> 1. The tap fees shall be classified according to the size of the tap and <br /> meter requested, for services taps up to four inches. <br /> 2. Water taps, water service lines and meters for the same service shall <br /> normally be the same size; however, if approved or required by the <br /> city, the tap and meter may be of different sizes in which case the tap <br /> fee for the meter size shall be paid. If a larger meter is thereafter <br /> requested or required, there shall be paid to the city the difference <br /> between the tap fee previously paid and the tap fee for the larger <br /> meter size in effect at the time the larger meter is purchased. No tap <br /> fees are refundable for any reduction in the size of an installed meter <br /> or tap. <br /> 3. The tap fees shall be based on and used for growth related capital <br /> expansion costs for water resources, of-water supply, water storage, <br /> transmission, treatment and distribution facilities, related costs and <br /> factors. The tap fees shall reflect the city's overall costs incurred to <br /> provide services for which the tap is requested and for which the tap <br /> fee is designed. <br /> 4. The city council may by resolution call up a current table of tap fees <br /> adopted by the city manager administrator and require adjustments <br /> thereto that are consistent with the provisions of this chapter, which <br /> changes shall remain effective for the balance of the calendar quarter. <br /> 5. The current table of tap fees shall be posted at city hall. All <br /> applicants for a water tap shall be advised as to the existence of table <br /> of tap fees and a copy thereof shall be made available to such <br /> applicants. <br /> 6. For taps larger than four inches, the tap fee and other terms and <br /> conditions of the issuance of the tap shall be established by written <br /> agreement approved by the city council. <br /> Section 3.
