The Louisville Housing Authority (LHA), working with staff, has drafted an Inclusionary <br />zoning (IZ) ordinance as modeled after existing ordinance from the City of Boulder, <br />Longmont and Lafayette. <br />. The IZ ordinance would require a developer to set aside a percentage of housing units in <br />new residential developments available to low- and moderate-income households. Such <br />units would remain permanently affordable and be purchased or rented by income <br />eligible households. <br />. The proposed IZ ordinance is mandatory and would apply to any residential development <br />of five dwelling units or more which is approved after the effective date of the IZ <br />ordinance. <br />. Section 17.30.070 Density Bonus <br /> <br />Wood stated that staff is recommending approval of the resolution to enact Section 17.30 of the <br />Louisville Municipal Code regarding the Affordable Housing and Inclusionary Zoning. <br /> <br />Applicant Presentation and Questions of Applicant: <br />Jay Keany, Chair of the Louisville Housing Authority, stated that this had been a six month <br />project for the LHA. The project received support from City Council during a study session. The <br />purpose is to provide permanently affordable for purchase housing options in Louisville. <br /> <br />Loo asked why five dwellings instead of 10 to base the ordinance. <br /> <br />Keany stated that in looking at the community and what is available to develop, if the ordinance <br />is based on 10 units then we would miss many of the in-fill areas. He provided the example of <br />Fischer Farms <br /> <br />Loo referenced page 8 of the Staff Report and requested a clarification of the "buy or promote" <br />phrase and why the use of the word "promote". <br />
