EXHIBIT A TO RESOLUTION NO. 30, SERIES 2004
Methodology for Calculation of Irrigation Tap Credits

1. Run a monthly Cash/Billing History Inquiry for the irrigation taps that are eligible for
consideration of a credit.

2. Monthly divide the total consumption of all irrigation taps added together by the
number of residential accounts within the development served by such irrigation taps,
to arrive at an average amount to be allocated to each residential account.

3. Run a monthly Cash/Billing History Inquiry for all such residential accounts within
the development served by the irrigation taps.

4. For each month add the average amount calculated in step 1 to each residential
account. (If the residential account is less than the minimum charged amount
(currently 5,000 gallons), first increase the residential usage to the minimum charged
amount (currently 5,000 gallons) and then add the average from the irrigation taps
directly to the residential usage.)

5. Recalculate the residential bill, with the average from the irrigation taps included, to
arrive at a new monthly residential bill.

6. Take the difference from the new bill, calculated in step 5, from the original bill
calculated by the Utility Billing System during the year. This difference is the
amount to be charged for irrigation.

7. The amount in step 6 is then deducted from the total dollar amount paid on the four
irrigation taps during the year. If the result is greater than zero, then this amount
would be credited towards future water bills and spread on a pro-rata basis across the
four irrigation taps. If the result is less than zero, then this amount would be added to
future water bills and spread on a pro-rata basis across the four irrigation taps. The
above prorations shall be based on the prior year's total usage from each irrigation tap
as compared to the prior year's total usage from all irrigation taps.

3
