<br />Planning Commission <br />Meeting Minutes <br />FEBRUARY 8, 2007 <br />Page 4 of 9 <br /> <br />Sheets inquired when a discussion of the need for an underpass at Highway 42 would become <br />necessary. <br /> <br />Wood stated that discussion would need to occur with other multiple actions and not just this <br />project. <br /> <br />Sheets discussed with Lipton the importance of creating a gateway to Louisville. <br /> <br />Wood reminded the Commissioners of the location of this property and it is not on the border of <br />the two communities. <br /> <br />Lipton asked about the property at the SE corner of Paschal and Highway 42. <br />Wood stated it is church property and has entitlements for 30 housing units. <br />Deborski inquired about the entitlements for the Wood/Lorenz property. <br />Wood stated he did not have that information with him but perhaps the applicant has that <br />information. <br /> <br />Deborski asked when the traffic issues along HWY 42 would be addressed. <br /> <br />Wood stated the issues are being worked on through an IGA to address the ROW for Paschal and <br />HWY 42. At this time, there will be no traffic studies coming forward with the request for <br />zomng. <br /> <br />Lipton expressed concern with the PCZD zone designation. <br /> <br />Wood explained: the zoning of other properties in the area as PCZD, the zoning allows flexibility <br />of the Comprehensive Plan and provides connectivity with the other properties. Wood also <br />explained the GDP is the entitlement document and is regulated by the Louisville Municipal <br />Code. <br /> <br />Hartman asked what other zoning options are available for the area. <br /> <br />Wood stated there are basic low-density residential and commercial community and commercial <br />business. <br /> <br />Applicant Presentation: <br />Rick Brew, 4535 N. Broadway, Boulder, RMCS, LLC representing the property owner, the <br />Hamm Family. He addressed the following Commissioner questions regarding the McStain <br />property to the north of the subject property: <br />. The site plan includes a 50 - 100 foot buffer between the two communities. <br />. There is 30+ acre detention pond along HWY 42, which is to serve as a regional <br />detention pond. <br /> <br />Brew continued with a brief overview of the proposed development of Takoda Village. <br /> <br />Members of the Public: <br />John Leary, 1116 Lafarge, Louisville discussed the lack of a fiscal analysis. He requested the <br />Planning Commission not support the annexation and zoning request without a fiscal analysis <br />because the Comp Plan reflects the importance of a fiscal analysis. <br /> <br />Michael Menicker, 1827 Chokecherry Dr., Louisville, discussed his concerns related to <br />additional commercial/retail development is Louisville.
