The Ordinance would amend the development review process pertaining to the
review of preliminary subdivision plat and preliminary PUD development plans by
the Louisville Planning Commission and the Louisville City Council.
. Applicant: City of Louisville
. Case Manager: Paul Wood, Planning Director

Public Notice Certification:
Published in the Daily Camera on January 21,2007 and posted in City Hall, Louisville Public
Library, Recreation Center, the Courts and Police Building and the City's website on January 19,
2007.

Conflict ofInterest and Disclosure:
None heard.

Staff Report of Facts and Issues:
McCartney provided the following summary:
. Section 16.12.030.C and 17.28.170.B of the LMC were added to the code in 1993 to
modify the development review process of preliminary development applications.
. Prior to the submission of a preliminary plat or preliminary PUD to the Planning
Commission an applicant would submit the preliminary plan to the City Council for
informal review at a regular meeting of the City Council.
. The practice of forwarding preliminary documents to City Council was discontinued at
the direction of the Council. It was felt such a practice constituted an unnecessary
influence over the role of the Planning Commission in reviewing preliminary land use
documents.
. The proposed ordinance would modify the land use review process to require preliminary
plats and PUDs to go to City Council after review by the Planning Commission.
. As drafted the ordinance would change the current procedures by providing the City
Council review of the following documents: any multi-family project, any single-family
project of over six (6) units, any special review use project, and any project requesting
modifications to underlying zoning or relief from design guidelines. Thus, not all projects
would require a review by City Council.
