Cultural Council
Meeting Minutes
2/15/07

Election of 2007 LCC Officers - The following persons were nominated, agreed
to serve in the capacities indicated.
President - Wendy Phillips
Vice President - Julie Kovash
Official Secretary - Jim Pollicita, replacing Andrea Harbeck
Recording Secretary - Will rotate among members.
Treasurer - Sandra Lilja

President's Report - Wendy Phillips welcomed Jim Pollicita to the Council. She
also informed the Council that Carol Cheh Saia, a visual artist had been
appointed. In all the Mayor received about six applications for the LCC.

Wendy Phillips said the SCFD grant was due soon and that she would meet soon
with those who agreed to help, i.e., Julie Kovash, Lisa Kihn, and Don Atwood.
She also pointed out that more types of grants were available from SCFD and
she would ask the above people to look at to which of those LCC might apply.

Wendy explained to Bonnie Markham what the LCC does and what types of
events we present. Ms. Markham asked if the LCC was a line item in the City
Budget. She was told that it is not.

Wendy and the Council again explored the balance between LCC's presenting
role and advisory role. The consensus was that we do the presenting role well
and would like to explore enhancing our advisory role, for example in pressing for
more inclusion of the arts in City planning, and development of an infrastructure
(new Arts Center) that allows Louisville arts organizations to function within the
City. Maryan Jaross suggested we visualize our role as an advisory board.

Wendy gave a short presentation about an example of another local city arts
organization, i.e., the Lafayette Cultural Arts Commission (LCAC). The LCAC is a
city appointed board that receives a set percentage of Lafayette's tax income to
"develop public art". The City of Lafayette also gives them $17K a year. The
LCAC activities are closely coordinated with the Lafayette Library, and they are
developing a master plan for their activities. Brochures were handed out. Part of
LCAC mission is providing funds to Lafayette artists.

Jim Pollicita asked is there was a similar state fund. He was told not directly, but
the Colorado Arts Commission, which almost "died' about four years ago, now
awards some funds, but NOT to the five counties participating in the SCFD tax
funded program. They tend to be oriented to the Western Slope and San Luis
Valley.

Maryan Jaross suggested that in LCC's meeting with the Council on March 13th
that we make a case for as much as 2% of revenues from urban Renewal be
given to the arts. Don Atwood agreed that was an admirable thing to do, and
