<br /> . - <br />(c) The Director shall require each <br />applicant to submit a reasonable plan for <br />crowd control for all proposed activities <br />which would involve one hundred or more <br />persons. The plan for crowd control shall <br />be reviewed by the Director and Chief of <br />Police and if the plan as submitted, is <br />not found to be satisfactory by these <br />officials relative to safety of partici- <br />pants, number of participants, site, park- <br />ing, noise, refreshments and beverages to <br />be served, and number of those responsible <br />for crowd control, then the permit shall <br />not be granted. <br />(d) The Director may grant the application <br />for a park, building or recreation facility <br />or use other than that applied for with the <br />consent of the applicant in the event that <br />a permit has already been issued for said <br />park, building or recreation facility or the <br />proposed site does not meet the needs of <br />applicant or is otherwise unsuitable for the <br />use applied for. In the event that more than <br />one applic~tion is received for one park, <br />building or recreation facility for use on <br />the same day, the Director shall first act <br />upon the application first received. Provided, <br />however, that in considerin~ two or more <br />applications for exclusive use of a park, <br />building or recreation facility on the same <br />date, the following priorities shall be <br />followed: <br /> First--Uses sponsored or co- <br /> sponsored by the City of <br /> Louisville. <br /> Second--Uses sponsored by the <br /> School District of Louisville. <br /> Third--Groups composed primarily <br /> of Louisville residents. <br /> Fourth--Groups composed primarily <br /> of non-residents. <br />(e) The Director shall deny any application <br />or revoke a permit in writing. The letter shall <br />specifically state that the application was <br />denied or the permit was revoked because of the <br />following: <br /> ( 1 ) The City has no park, building or <br /> recreation facility which will accomodate <br /> the proposed activity of applicant; <br /> (2) The proposed activity is of a size <br /> or nature that requires the diversion of <br /> so great a number of police officers of <br /> the City that police protection to the <br /> City will be impaired. <br /> (3) The applicant has failed or refused <br /> to provide a reasonable means of informing <br /> all of the persons participating in the <br /> proposed activity of the terms and <br /> conditions of such permit. <br /> (4) That the applicant refuses to agree <br /> in writing to comply with all conditions <br /> in the permit. <br /> -8- <br />
