The land to be dedicated for public use as a result <br />of this annexation will provide the opportunity to construct <br />much needed recreational facilities, including baseball fields <br />for which the City already has received a federal grant, and a <br />recreation center which is in the preliminary design phase and <br />which the citizens of Louisville have declared to be important <br />to community health, safety, and welfare. Therefore, so that the <br />citizens of the City of Louisville may receive the benefit of <br />increased recreation and facilities as soon as reasonably <br />possible, it is the opinion of the City Council that an emergency <br />exists and that immediate effect of this Ordinance is necessary <br />for the preservation of the public peace, health and property. <br /> 4. The City has heretofore suffered from a lack of <br />adequate sites for the construction of housing for senior <br />citizens and those persons of low and moderate income. This <br />annexation will provide such acceptable sites within the City <br />limits and alleviate the urgent need for such sites. Therefore, <br />it is declared that in the opinion of the City Council an <br />emergency exists and that immediate effect of this Ordinance <br />is necessary for the immediate preservation of public peace, <br />health, property, and safety. <br /> 5. A real and imminent threat to block or prohibit this <br />proposed annexation by various methods, some of which are a matter <br />of public record, has been made by a neighboring municipality. <br />Such threats and effOrts could result in the City being involved <br />in costly and meaningless litigation at great expense to the <br />City's taxpayers.
