Open Space Advisory Board <br />Minutes <br />June 8, 2011 <br />Page 4 of 6 <br /> OSAB is invited to make a recommendation, in the scope of <br />o <br />Council’s consideration of this as a budget item. <br /> Public Comments: <br />o <br /> Alt. 2 – <br /> Susan Smith: Expressed the concern that loosing the <br />acceleration lane and right turn lane makes it more <br />difficult for bicyclists and drivers. As you loose lanes, <br />you loose choices. <br /> Caryn Greef: Notices that it will be more difficult to <br />make a right turn without the acceleration lane <br />because you are thrust into the main stream of traffic. <br /> Alt. 3 – <br /> Steve Costello,902 Grove Dr. <br /> Pointed out that there are other underpasses in <br />o <br />the city that are under less significant roads <br />and that connect less important parks/open <br />spaces. He suggests that cost should not be <br />that pressing when it comes to safety. <br /> Alt. 5 – <br /> Ms. Smith pointed out that the adjacent neighborhood <br />has a concern about lights and increased idling cars. <br /> She also pointed out that lights will get the <br />o <br />most compliance. <br /> Recommendation: <br />o <br /> There is not support from OSAB for the traffic signal or the <br />HAWK crossing. <br /> These options impair the view shed, increased light <br />pollution and increases air pollution by increasing the <br />number of idling vehicles. OSAB recommends against <br />them. <br /> OSAB is asking the City Manager and City Council to <br />consider the roundabout, the offset left turn lanes and the <br />underpass as solutions to the crossing problems at McCaslin <br />Blvd. and Washington Ave. <br /> OSAB recommends that the roundabout and the <br />offset left turn lanes are the preferred alternatives. <br /> OSAB likes the visual linkage that would be <br />o <br />possible because of the potential to landscape. <br /> These options do not limit and, in fact, have the <br />o <br />potential to improve the visual corridor. <br /> These options reduce the speed on McCaslin <br />o <br />Blvd. and reduce the environmental impact of <br />traffic. <br /> These options respect the preferred pedestrian <br />o <br />path and improve compliance with crossing. <br /> <br />
