<br />words and phrases shall have the meaning set forth in this section: <br /> <br />Best Management Practices (BMPs) means schedules of activities, <br />prohibitions of practices, general good housekeeping practices, pollution prevention <br />and educational practices, maintenance procedures, and other management practices <br />to prevent or reduce the discharge of pollutants directly or indirectly to stormwater, <br />receiving waters, or stormwater conveyance systems. BMPs also include treatment <br />practices, operating procedures, and practices to control site runoff, spillage or leaks, <br />sludge or water disposal, or drainage from raw materials storage. <br /> <br />Clean Water Act (CWA) means the Federal Water Pollution Control Act, as <br />amended 33 U.S.C. 1251 et. seq. <br /> <br />Colorado Discharge Permit System (CDP S) means Colorado's version ofthe <br />federal National Pollutant Discharge Elimination System (NPDES) as part of the <br />Water Quality Control Division under the Colorado Department of Public Health and <br />Environment (CDPHE). <br /> <br />Construction Activity means the moving, alteration, and building and or <br />placement of stmctures, permanent or temporary on property and all preparation <br />therefore which physically alter the property. Such activities include but are not <br />limited to clearing and gmbbing, grading, excavating, and demolition. <br /> <br />Director means the Public Works Director of the City of Louisville or his <br />designated agent. <br /> <br />Disturbed area means that area of the land's surface disturbed by any work or <br />activity upon the property by means including but not limited to grading; excavating; <br />stockpiling soil, fill, or other materials; clearing; vegetation removal; removal or <br />deposit of any rock, soil, or other materials; or other activities which expose soil. <br />Disturbed area does not include the tillage of land that is zoned for agricultural use. <br /> <br />Facility means any building including, but not limited to a private home, <br />structure, installation, process, or activity from which there is or may be a discharge <br />of a pollutant. <br /> <br />Final drainage plan means a document which describes the Best <br />Management Practices and activities to be implemented by a person to, provide for <br />drainage infrastmcture that will account for the implementation of long-term <br />development goals while minimizing inconvenience and reducing flood damage and <br />potential loss of life. <br /> <br />Hazardous Materials means any material, including any substance, waste, or <br />combination thereof, which because of its quantity, concentration, or physical, <br /> <br />3 <br />
