<br />activities occurring at the constmction site, includes the owner, the developer, the <br />general contractor or the agent of one of these parties. <br /> <br />Owner means the person who owns a facility, , part of a facility, collection of <br />facilities under development or constmction or land. <br /> <br />Person means any individual, association, organization, partnership, firm, <br />corporation, limited liability company or other entity recognized by law. <br /> <br />Pollutant means any dredged spoil, solid waste, incinerator residue, sewage, <br />garbage, sewage sludge, explosives, chemical wastes, corrosive substances, <br />biological materials or nutrients, radioactive materials, heat, malodorous substances, <br />wrecked or discharged equipment, rock, sand, slurry, cellar dirt, untreatable waste or <br />industrial, municipal, and agricultural waste discharged into water or with water. <br />Pollutants for the purposes ofthis chapter include but are not limited to those items <br />listed in section 13.36.060. <br /> <br />Pollution means the presence in waters of the state of any substances, <br />contaminants, or manmade or man-induced impairment of waters or alteration of the <br />chemical, physical, biological, or radiological integrity of water in quantities or at <br />levels which are or may be potentially harmful or injurious to human health or <br />welfare, animal or plant life, or property or which umeasonably interfere with the <br />enjoyment of life or property, including outdoor recreation unless authorized by <br />applicable law. <br /> <br />Premises means any building, lot, parcel of land, or portion of land whether <br />improved or unimproved, and including adjacent sidewalks and parking strips. <br /> <br />Storm Drainage System means Municipal Separate Storm Sewer System <br />(MS4). <br /> <br />Receiving Water means any water of the State of Colorado. These include <br />any and all surface waters that are contained in or flow through the State of Colorado. <br />This definition includes all watercourses, even ifthey are usually dry, and irrigation <br />ditches that receive municipal stonnwater. It also includes storm sewer systems <br />owned by other entities and as defined in Section 13.32.020. <br /> <br />Spill means an unintentional release of solid or liquid material, which may <br />cause pollution of the MS4 or waters of the State. <br /> <br />Stormwater means any surface flow, mnoff, and drainage consisting entirely <br />of water from any form of natural precipitation, and resulting from such precipitation <br />and as defined in Section 13.32.020. <br /> <br />5 <br />
