<br />any person, establishment, or circumstances shall be held invalid, such invalidity <br />shall not affect the other provisions or application of this ordinance. <br /> <br />Sec. 13.36.060. <br /> <br />Illicit dischan!es prohibited and exemptions. <br /> <br />A. Illicit Discharge Prohibited. No person shall discharge or cause to be <br />discharged into the MS4 or watercourses any pollutants, including but not limited to <br />pollutants or waters containing any pollutants that cause or contribute to a violation <br />of applicable water quality standards, other than stormwater. <br /> <br />Pollutants include but are not limited to, the following: <br /> <br />1. Paints, varnishes, and solvents; oil and grease, cleaning products and <br />other automotive fluids; and solid wastes; <br /> <br />2. Trash, refuse, rubbish, garbage, litter, floatables or other discarded or <br />abandoned objects or accumulations, which are or may cause or <br />contribute to pollution; food waste and food service related cleaning <br />waste from areas such as restaurant alleys and dumpster areas; <br /> <br />3. Hazardous substances and wastes; sewage, sewage sludge; dissolved <br />and particulate metals; animal wastes; <br /> <br />4. Wastes, sediment and residue pollutants resulting from construction <br />activities; <br /> <br />5. Wastes and residues that result from mobile cleaning operations; <br /> <br />6. Discharges from toilets; sinks; industrial processes; industrial HV AC <br />systems; fabric cleaning; equipment cleaning; commercial vehicle <br />cleaning; substances added to the storm drain to control root growth <br />and noxious or offensive matter of any kind; and <br /> <br />7. Any other material that is considered harmful to humans, animals, or <br />aquatic life and its habitat. <br /> <br />B. Exemptions. The following discharges, when properly managed, are <br />exempt from the discharge prohibitions established by this chapter: <br /> <br />1. Water line flushing or other potable water sources, landscape <br />irrigation or lawn watering, irrigation return flows, diverted stream <br />flows, rising ground water, uncontaminated ground water infiltration <br />to storm drains (as defined by 40 CFR 35.2005.20), springs, <br />individual residential car washing or car washing ofless than two (2) <br /> <br />7 <br />
