ORDINANCE NO. 1510 SERIES 2007 AN ORDINANCE AMENDING 4CERT AIN SECTIONS OF CHAPTER 32, TITLE 13 OF THE LOUISVILLE MUNICIPAL CODE CONCERNING SEWER USE REGULATIONS. WHEREAS, the City Council has determined that certain sections of Chapter 32, Title 13 of the Louisville Municipal Code, concerning sewer use and industrial pretreatment, are in need of updating and amendments in order to be consistent with changing federal regulations; and WHEREAS, such changes will result in a more effective and comprehensive regulation of sewer usage and industrial pretreatment; and WHEREAS, such changes will reduce the regulatory burden on industrial users without adversely affecting environmental protection and City's wastewater treatment facilities operation. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LOUISVILLE, COLORADO: Section 1. Section 13 .32.020 of the Louisville Municipal Code is hereby amended to read as follows (words and numbers to be deleted are stricken through; words and numbers to be added are in Bold and underline): Sec. 13.32.020. Definitions. As used in this chapter: Act or the Act mean~ the Federal Water Pollution Control Act, also known as the Clean Water Act, as amended, 33 U.S.C. 1251 et seq. Approval authority means the director in an NPDES state with an approved state pretreatment program and the appropriate regional administrator in a non-NPDES state or NPDES state without an approved state pretreatment program. Authorized or dulv authorized representative of industrial user means: A. If the user is a corporation: 1. The president, secretary, treasurer, or vice president of the corporation in charge of a principal business function, or any other person who performs similar policy or decision making functions for the corporation, or 2. The managcr of one or more manufacturing, production, or operation facilities employing more than 250 persons or ha'ling gross annual salcs or cxpcnditurcs 1
