<br />Industrial wastes means the water carried wastes from industrial manufacturing or <br />industrial processes, as distinct from sanitary sewage. It includes the trade wastes produced by, <br />but not limited to, food processing and bottling plants, food manufacturing plants, slaughtering <br />plants, tallow works, plating works, disposal services, industrial cleaning plants, fertilizer plants, <br />car and truck washing operations, laundries, cleaning establishments, cooling plants, chemical <br />plants and chemical treatment installations. <br />Instantaneous maximum allowable discharee limit means the maximum <br />concentration of a pollutant allowed to be dischare:ed at any time. determined from the <br />analysis of any discrete or composite sample collected. independent of the industrial flow <br />rate and the duration of the samplline: event. <br />Interference means a discharge which, alone or in conjunction with a discharge or <br />discharges from other sources, both: <br />1. Inhibits or disrupts the POTW, its treatment processes or operations, or its sludge <br /> processes, use, or disposal; and <br />2. Therefore is a cause of violation of any requirement of the POTW's NPDES permit <br /> (including an increase in the magnitude or duration of a violation) or of the <br /> prevention of sewage sludge use or disposal in compliance with the following <br /> statutory provisions and regulations or permits issued there under (or more stringent <br /> State or local regulations): Section 405 of the Clean Water Act, the Solid Waste <br /> Disposal Act (SWDA) (including title II, more commonly referred to as the Resource <br /> Conservation and Recovery Act (RCRA), and including state regulations contained in <br /> any state sludge management plan prepared pursuant to subtitle D of SWDA), the <br /> Clean Air Act, the Toxic Substance Control Act, the Marine Protection, Research and <br /> Sanctuaries Act. <br />Local limit means an efflU(~nt limitation developed for industrial users by the city to <br />specifically protect the POTW from interference and passthroue:h (as herein defined) based <br />on site-specific desie:n and disposal limits and conditions of the POTW. Local limits are <br />developed to assure that industri:ilI user dischare:es to the POTW do not cause the POTW <br />to violate its permit limits. upset the POTW's bioloe:ical. chemical or physical treatment <br />processes. prevent the disposal of biosolids ( slude:e ). impact worker health and safety or <br />harm the collection system infrastructure. Local Limits shall be Pretreatment Standards <br />pursuant to 40 CFR 403.5( d). <br />Mass limit or mass loading means the total number of pounds of a pollutant allowed to be <br />discharged during a specific time period. <br />Monthly average means the arithmetic mean of the concentration values of a pollutant in <br />the effluent during a calendar month or as otherwise defined by the approving authority. <br /> 5 <br />
