<br />Louisville City Council Meeting IPiJJ@rA&L? <br />April 20, 2004 <br />Page 4 of 15 <br />There was Council discussion relative to below and above-grade parking. Council <br />member Keany suggested the contract be amended to specify at-grade parking. Mr. Joe <br />Poli, Humphries & Poli Architects, P.C., was available to respond to Council questions. <br />MOTION: Council member Van Pelt moved that Council approve the contract with <br />Humphries Poli Architects for design and engineering services for the Louisville Public <br />Library, and authorize the Mayor to approve minor changes in the final contract. Council <br />member Levihn seconded the motion. Roll call vote was taken. The motion passed by a <br />vote of 6-0. Council member Brown absent. <br />APPROV AL OF CONTRACT AND SCOPE OF WORK WITH EDA W <br />ASSOCIATES FOR CITYWIDE COMPREHENSIVE PLAN <br />Mayor Sisk called for Staff presentation. <br />Planning Director Paul Wood distributed an RFP for the drafting and adopting of a <br />Citywide Comprehensive Plan. The City Council and the City Manager's Office have <br />determined that adoption of a new Comprehensive Plan is a matter of high priority. In <br />response to the RFP, three firms responded with proposals and were interviewed by a <br />committee in early April. The three consulting firms responding were RRC from <br />Boulder, EDA W from Fort Collins, and THK from Denver. All three firms came in at <br />$100,000 to complete the project. The interview process focused on the clarity of the <br />scope of services, public facilitation, and the ability of the team to work in a <br />complimentary manner. With respect to all three areas the interview committee was <br />unanimous in their selection of ED A W. EDA Wand the City have successfully <br />negotiated a contract for professional services and a scope of work. The EDA W team <br />would be lead by Tom Keith, Principal in Charge, with Bruce Meighen as Project <br />Manager. The Leland Consulting Group would provide economic and market <br />information, while the transportation and public utilities would be completed by PBS&J. <br />Wood stated Staff recommends an additional sub-consultant be added to the scope of <br />service and contract under EDA VV. Kathy McCormick of McCormick and Associates <br />will be completing the housing element of the comprehensive plan. The addition is based <br />upon the high recommendations of Lafayette and Broomfield, and the ability of <br />McCormick and Associates to bring to the process a broad based and comprehensive <br />understanding of housing, specifically Boulder County. The requested modification will <br />add an additional $18,000 dollars for project consulting services, and $10,000 dollars for <br />graphic enhancements. Wood stated the timeline for the project is twelve months: Phase <br />One completion by September 2004, Phase Two by December 2004, and Phase Three by <br />March 15,2005. <br />Mayor Sisk congratulated Staff and the Committee for their exceptional work on the <br />selection of a consulting team for the Comprehensive Plan. <br />4 <br />
