He noted there was <br /> some public opposition voiced in the Planning Commission public hearings, which <br /> centered on the height of the structures, traffic concerns and impacts on the adjoining <br /> residential neighborhood. Wood neviewed the findings prepared by the applicant's traffic <br /> consultant. The study reviewed the trip generation based on the land use change from <br /> office to residential and the impacts on the levels of service and functionality of the <br /> coordinating retail businesses. Wood stated he received two e-mails relative to the SRU <br /> application, and asked they be included in the record of the public hearing. <br /> City Attorney Light requested a motion to formally include in the records for the public <br /> hearing the following documents: Final Development Plan Amendment Application and <br /> the SRU application filed by the applicant; all the documents the applicant has filed with <br /> the City in connection with those applications; all details, including the City Council <br /> packet; the City's Zoning & Development and Special Review Ordinances; the City <br /> Comprehensive Plan; and the two (April 4, and April 19) e-mails Planning Director <br /> Wood mentioned earlier. <br /> MOTION: Mayor Sisk moved that all the items outlined by the City Attorney be <br /> included in the records. Council member Keany seconded the motion. All in favor. <br /> Council member Brown absent. <br /> Mayor Sisk opened the public hearing and called for applicant presentation. <br /> Scott 1. Pedersen, Pedersen Development Co., 411 Camino Bosque, Boulder, CO, <br /> reviewed the Centennial Pavilion Loft proposal: Fifty-four (54) two bedroom, two bath <br /> units of 1225 SF. Twelve (12) 900 SF one-bedroom units are also included. All units <br /> have exterior patios or balconies, washer/dryer, and two garage parking spaces. He <br /> referred to the project as soft loft proposal and explained the reason he is asking for a <br /> change in the PUD was due to the: depressed commercial market. He stated the McCaslin <br /> corridor is saturated with commercial retail, both in Louisville and in Superior. He noted <br /> with the Flatirons Mall and the renovation of the Crossroads Mall, the commercial market <br /> would only worsen. He stated the: Centennial Pavilion Loft proposal meets the goals of <br /> the Comprehensive Development Plan and each element of the Special Review Use <br /> Criteria. He stated the proposal would meet the housing needs of the young professionals <br /> who will be able to walk to work and to empty-nesters who want to down size their <br /> family home and still reside in Louisville. <br /> Mayor Sisk called for public comment. <br /> The following members of the public spoke: Frost Yarnell, 1109 Hillside, Louisville, <br /> CO, voiced her concern the SRU would set a precedence for undeveloped commercial <br /> land. Shawn Campbell, Dusty Dog Grooming, and Tom Newman, Gentleman Jim's <br /> voiced support of the project.
