Building Code Board of Appeals
Minutes
June 16, 2005

Vice Chairman election: Mike Jones opens up nominations for Vice Chairman.
No nominations were made, so he nominated Robert Van Pelt. All members
were in favor, none opposed. Robert Van Pelt is now Vice Chairman.

Regular Business - Public Hearing Items - LCAB
Rex Olson takes over the meeting as new president. He welcomes the LRCAB
(Louisville Resource Conservation Advisory Board) representatives.
Introductions were made of: Laura Page, Mark Persichetti, and Beth Armbruster.
Scott Robson of Land Management was also present. Introductions of each
Board of Appeals members, and staff were made around the table.

Mike Jones states that this meeting is a work session, which gives LRCAB their
input on Green Point issues.

Scott Robson discusses the brief history of issues of Green Points Building, and
how they have come to his attention. Boulder County is pushing this issue. He is
the liaison trying to narrow things down. He is there to get the Board's ideas &
input on general and some specific ideas.

Mark Persichetti lists some of the mandatory requirements on Green Points
desired to be put into city code. Some kind of a checklist of self policing list
needs to be decided on to meet criteria under the 2003 ICC. Mike Jones states
that adopting the 2006 code is a costly and extensive change. His doesn't know
when those changes will be made. There was some small group discussion
about some of the small differences and changes between the 2003 & 2006
Codes. Laura Page indicate that little if any changes between the two codes will
affect energy efficiency.

Laura Page describes the Energy Star program in brief. Energy Star requires
homes to install energy efficient appliances, light bulbs and furnaces in homes.
This takes inspections to a third party for the homes by E-Star.
Mike Jones asks if LRCAB's priority is energy conservation? Laura Page
answers, yes. Beth Armbruster states concern about how the new Markel
development's will effect the eco system with 350 units. Scott Robson says
McStain is the only builder doing Built Green Codes.
The McStain representative thinks we can expand this idea to other builders in
the market. E-Star helps builders on how to market their builders and homes on
the market.
Peter Geise states that McStain has one of the highest class action law suits for
building that have failed. Mark Persichetti says E-Star's intent is whether or not
builders meet these goals, and not just with particular types of appliances. They
want long term residential ideas. Beth Armbruster states she wants short term
ideas for this Markel project.
