CP ENGINEERING Consulting Civil Engineering Services <br />August 5, 2011 <br />City of Louisville <br />Planning Department <br />749 Main Street <br />Louisville, CO 80027 <br />Re: Letter of Intent and Certification for Floodplain Development Permit-1303 Empire <br />Road (Lot 1, Empire Road Subdivision), Louisville, Colorado <br />CP Engineering has prepared this letter to serve as the required Application Letter of Intent and <br />provide certification by a qualified, licensed engineer for application for a Floodplain <br />Development Permit for property located at 1303 Empire Road (Lot 1, Empire Road Subdivision) <br />in Louisville, Colorado. <br />The proposed floodplain development will consist of a proposed change of use and improvements <br />to the existing building located on the site. Proposed and future site redevelopment or building <br />expansion would be designed to meet City of Louisville Municipal Code Chapter 17.56 and the <br />Federal Emergency Management Agency (FEMA) requirements regarding development within a <br />Flood Regulatory District. <br />A Floodplain Investigative Report (copy attached to this letter) for the property prepared by CP <br />Engineering and dated June 23, 2011 contains the following summary and recommendations: <br />• The site is currently considered by the City of Louisville to be in the Flood Regulatory <br />District and will be required to obtain a floodplain development permit prior to any new <br />land use, construction, or redevelopment of the site. <br />The cumulative effect of any proposed enlargement of the existing building or <br />redevelopment of the site, when combined with all other existing and anticipated <br />development, will not increase the water surface elevation of the base flood. <br />Certification by a registered professional engineer stating that any encroachment shall <br />not result in such increase in flood levels during the occurrence of a 100 year flood can <br />be provided. <br />• Due to a reduction in 100year flood flows as a result of the upstream Drainageway A <br />flood mitigation project, flood flows have been substantially reduced and the actual <br />special flood hazard zone is considerably smaller than that as currently shown on FEMA <br />and City of Louisville floodplain mapping.
