1303 Empire Road Floodplain 5 <br />E Specific standards. <br />2. Nonresidential construction: <br />a. New construction and substantial improvement of any commercial, industrial or other <br />nonresidential structure shall either have the lowest floor (including basement) elevated to the <br />level of the base flood elevation; or, together with attendant utility and sanitary facilities, shall: <br />(1) Be floodproofed so that below the base flood elevation the structure is watertight with walls <br />substantially impermeable to the passage of water; <br />(2) Have structural components capable of resisting hydrostatic and hydrodynamic loads and <br />effects of buoyancy; and <br />(3) Be certified by a registered professional engineer or architect that the design and methods of <br />construction are in accordance with accepted standards of practice for meeting the provisions of <br />subsection F 2 of this section. Such certifications shall be provided to the director as set forth in <br />section 17.56.180. <br />b. All new construction and substantial improvements of nonresidential structures within anyAD <br />and AH zone on the FIRM: <br />(1) Shall have the lowest floor, including basement, elevated at a point above the grade at least <br />as high as two feet above the depth number specified in feet on the FIRM; or <br />(2) Together with attendant utility and sanitary facilities, shall be completely floodproofed to that <br />level to meet the floodproofing standard specified in subsection F 2. a(1), (2) and (3) of this <br />section. <br />c. Within zones AH and AD, adequate drainage paths around nonresidential structures on slopes <br />to guide floodwaters around and away from proposed structures shall be required. <br />Please note that although the 1303 Empire Road property does not meet the requirements of <br />Section 17.56.160(E.4.c) (requiring that base flood elevation data shall be provided for <br />subdivision proposals and other proposed development which contain at least 50 lots or five <br />acres), it will however, be necessary to determine base flood elevations for any new development <br />on the site or substantial improvements to the existing building in order to demonstrate adequate <br />structure elevation or floodproofmg methods as defined by the city code. <br />Existing Floodplain Analysis <br />As previously addressed, the subject property lies within an approximate Zone A floodplain for <br />which a detailed study that establishes base flood elevations has not been performed. It appears <br />that this zone was originally mapped based on U.S. Geological Survey quadrangle mapping for <br />this area with a contour interval of 10 feet, and was intended to conservatively identify an area of <br />potential flooding that would result from overtopping flows from the downtown area.
