City Council <br /> Meeting Minutes <br /> June7,2011 <br /> Page 6 of 10 <br /> MOTION: Councilor Dalton moved to approve Ordinance No. 1594, Series 2011 on <br /> second and final reading. Councilor Sackett seconded the motion. Roll call vote was <br /> taken. The motion passed by a vote of 5 -2. Councilors Muckle and Yarnell voted no. <br /> RESOLUTION No. 29, SERIES 2011 A RESOLUTION SETTING CERTAIN FEES, <br /> RATES AND CHARGES FOR THE CITY OF LOUISVILLE, COLORADO <br /> MOTION: Councilor Dalton moved to approve Resolution No. 29, Series 2011. The <br /> motion was seconded by Mayor Pro Tem Marsella. <br /> City Attorney Light explained the resolution contains a blank line, which will be filled in <br /> with the effective day of the ordinance. The ordinance will be published on June 12, <br /> 2011 and go into effect July 12, 2011. <br /> VOTE: The vote was five in favor of the motion and two opposed. Councilors Muckle <br /> and Yarnell voted no. <br /> RESOLUTION No. 30, SERIES 2011 A RESOLUTION APPROVING A BUSINESS <br /> ASSISTANCE AGREEMENT WITH ALLEN COMPANY FOR THE OCCUPANCY OF <br /> EXISTING VACANT SPACE IN THE COLORADO TECHNOLOGY CENTER IN THE <br /> CITY OF LOUISVILLE <br /> Mayor Sisk requested a Staff presentation. <br /> Economic Development Director Star explained the proposed Business Assistance <br /> Package (BAP) for The Allen Company (Allen) is based on income obtained from new <br /> construction building permits. The amount of the proposed business assistance is a <br /> percentage of new revenue created by the location of this company within the Colorado <br /> Technology Center (CTC). The assistance would be funded by permit fees and <br /> construction use tax from the tenant finish of the existing space. <br /> The Allen Company was founded in 1971 in Broomfield and is a leading supplier of <br /> hunting and fishing accessories to all major retailers. They both manufacture and <br /> distribute sporting goods products for hunting, fishing, and outdoor leisure. They <br /> propose to construct two new buildings, one 148,900 SF in size and the other 152,600 <br /> in size, on five platted Tots located in the southeastern portion of the Colorado <br /> Technology Center (CTC). Allen currently employs 150 fulltime workers but plans to <br /> increase to 225 in the next five years. All sales are wholesale (no retail sales tax is <br /> collected). Staff recommended the following incentive package: <br /> Building Permit -Fee Rebate 50% rebate on permit fees for tenant finish (Excludes tap <br /> fees) Building Use Tax Rebate 50% rebate on Building Use Tax for core and shell and <br /> Tenant finish (Excludes .375 Open Space tax and .125% Historic Preservation tax). <br /> APPLICANT PRESENTATION <br />
