City Council <br /> Meeting Minutes <br /> July 5, 2011 <br /> Page 10 of 15 <br /> VENDING OF AGRICULTURAL PRODUCTS AT 611 FRONT STREET IN THE <br /> COMMERCIAL COMMUNITY (CC) ZONE DISTRICT <br /> Mayor Sisk requested a staff presentation. <br /> Planning Director Russ explained the applicant, Karim Amirfathe, is requesting to create <br /> an outdoor plant and produce market at 611 Front Street where he currently operates <br /> an organic market. The property is zoned Commercial- Community (CC) and outdoor <br /> sales is permitted as a special review use (SRU). The property is located on the <br /> northwestern comer of Front and Elm Street and is owned by the City of Louisville. The <br /> subject property is south of the Lucky Pie and Sweet Cow building, also owned by the <br /> City of Louisville. The properties to the west, east and north are all zoned CC, while the <br /> property to the south is zoned Residential- Medium (RM). The applicant is proposing to <br /> place pedestrian access from the north side of the eastern parking lot to the outdoor <br /> market. Staff recommends the applicant provide the same pedestrian access on the <br /> south side of the parking lot. The applicant has agreed to this provision. The outdoor <br /> market will not require the establishment of any additional public infrastructure. <br /> Staff recommended approval of a Special Review Use (SRU) to allow Altan Alma <br /> Organic to operate outdoor vending of agricultural products in the Commercial <br /> Community (CC) zone district, with five conditions. <br /> APPLICANT PRESENTATION <br /> Karim Amirfathe, 7150 South Boulder Road Boulder, CO stated he wanted to create a <br /> niche market for artisan products not found elsewhere in the City. <br /> Mayor Sisk requested public comment. <br /> Michael Menaker, 1827 Choke Cherry Drive, Louisville, CO stated the Planning <br /> Commission recommended the market be expanded to include arts and crafts. He <br /> encouraged Council to expand the approved agricultural products to include arts and <br /> crafts. He also requested Council look at the intersection, Pine /Front and Elm Streets <br /> and made several recommendations on how to improve it. <br /> COUNCIL COMMENTS <br /> Councilor Muckle questioned whether the outdoor market would operate without <br /> electricity and water. Mr. Amirfathe stated he is familiar with markets around the world <br /> operating without electricity and water. <br /> Mayor Pro Tem Marsella asked how this market would affect the Farmer's Market. Mr. <br /> Amirfathe felt it would compliment and not compete with the Farmer's market. <br /> MOTION: Mayor Pro Tem Marsella moved to approve Resolution No. 38, Series 2011, <br /> with the addition of arts and crafts, seconded by Councilor Muckle. All were in favor. <br /> Absent: Councilor Clabots. <br />
