City Council <br /> Meeting Minutes <br /> July 5, 2011 <br /> Page 5 of 15 <br /> 66,000 square feet of commercial development. The entitlement also resulted in a <br /> subsequent approval of a Final Plat and PUD for North End Phase I (Phase I) consisting <br /> of approximately 207 residential units on 35 acres. Phase I also included the dedication <br /> of 23 acres of open space, which includes Hecla Lake as an open space amenity. <br /> In November 2010, the applicant amended the GDP to allow for a transfer of density <br /> from Phase I to Phase II. The result was a residential unit swap of 21 residential units. <br /> The density swap did not increase the total residential allocation of 350 units. In the <br /> current proposed land use application, the applicant is requesting approval of a GDP <br /> amendment along with a preliminary plat and preliminary PUD to allow for phased <br /> development of the remainder of the residential units and the commercial property <br /> referred to in this document as "Phase II <br /> The applicant carried forward the development standards and uses, which were <br /> adopted in the original Phase I GDP. The primary modifications to the GDP are the new <br /> roadway alignments and modified planning areas. The commercial area has been <br /> reconfigured and the roundabout was omitted. The Preliminary Plat and PUD for Phase <br /> II was created and the final plan would be entitled in four phases. Phase II complies <br /> with the land use designations established in the Framework of the Comprehensive <br /> Plan. The Subdivision Agreement Phasing requires a Final Plat and Plan for Phase 1A <br /> be reviewed, approved and recorded. <br /> Planning Area #3 has remained unchanged from the previous GDP. This area will <br /> consist of 10 large -lot low density residential units accessed by Blue Star and <br /> culminated by a cul -de -sac. Planning Area #2 was previously designed for medium <br /> density (townhome) residential for a total of 123 units. The proposed GDP delineates <br /> this area as primarily low density residential, with a few clustered medium density <br /> (townhome) residential units for a total of 110 units: Planning Area #1 is consistent with <br /> the previous GDP as a commercial area and its commercial square feet of development <br /> allocation. The previous GDP provided 12 mixed use residential units above <br /> commercial/ office uses. The current GDP provides 21 mixed use residential units <br /> above commercial /office uses. <br /> Hecla Lake was built for storing and releasing ditch waters for irrigation. Staff is <br /> researching the possibility of running an irrigation line from Hecla Lake to Harney <br /> Lastoka for the community garden. The feasibility study is currently underway. <br /> Staff recommended the Louisville City Council approve the North End General <br /> Development Plan, a Preliminary Subdivision Plat, and a Preliminary PUD subject to <br /> nine conditions. <br /> APPLICANT PRESENTATION <br /> Chad Kipfer, Markel Homes, 5723 Arapahoe Avenue, Boulder, CO stated the applicant <br /> agrees with all nine conditions set by the City staff and will continue to work with staff. <br />
