Planning Commission <br />Meeting Minutes <br />January 13, 2011 <br />Page 2 of 14 <br /> <br /> December 9, 2010 <br /> <br />Sheets presented minor amendments (typo’s) to the December 9, 2010 minutes. <br />Pritchard moved and Loo seconded a motion to approve the December 9, 2010 <br />minutes with the minor amendments presented by Sheets. Motion passed <br /> <br />unanimously. <br /> <br />Public Comments <br />: Not on the Agenda <br />None heard. <br />Discussion – Green Building Update – Mike Jones, Chief Building Official <br />Jones discussed the background and research of a Green Building program for <br />the City of Louisville by the Building Code – Board of Appeals (BC-BOA) with the <br />following points: <br /> <br /> The BC-BOA is waiting for the local jurisdictions to clear the air before <br />they move forward with a recommendation. <br /> <br /> Nationally, the International Code Council (ICC) is working a program. <br /> <br /> Louisville is keeping current with the 2009 Code sets. The 2009 Code <br />increases residential efficiency by 30%. <br /> <br /> The mechanical section of the past codes has been considered the <br />weakest link. With the adoption of the 2009 Code, homes have <br />engineered heating and cooling systems. <br /> <br /> Louisville is planning to adopt the 2009 International Green Code. <br />Planning Commission Questions: <br />Loo asked if the city adopted all of the 2009 codes, including the fire. <br />Jones replied yes. <br />Brauneis stated he is an employee of the Green Certificate group and he will be <br />attending the Dallas meeting. <br />Lipton stated Boulder County has gone pretty far with a green program. He <br />asked if the county was on their own or part of a group. <br />Jones stated the City Boulder is part of a green program, Boulder County has <br />hired outside consultants to create the county program. The county has <br />experience a general push back from the contractors to modify their program. <br />The City of Boulder also keeps trying to revamp their program. <br />Sheets asked when the topic will be seen again by BC-BOA. <br />Jones stated they would like to see it again this year. He stated Louisville has <br />two residential builders (Markel and Boulder Creek) who already exceed most <br />the regulations established by the majority of the green programs. The <br />commercial developments will be a bigger concern for developing a green <br />program. <br /> <br />
