Planning Commission <br />Meeting Minutes <br />January 13, 2011 <br />Page 4 of 8 <br /> <br />None heard. <br />Closed Public Hearing – Planning Commission Discussion <br />Russell stated the City Council had given direction to address the regulation of <br />medical marijuana. He stated he personally feels it is a bad idea for the <br />community. He does not see how it will benefit Louisville to regulate medical <br />marijuana. <br />Loo and Sheets discussed the wording “publicly owned”. <br />Lipton thanked staff for addressing the questions / concerns the Commissioners <br />expressed during the January meeting. The ordinances are well written. He <br />stated he is not sure the community really wants this type of business in the <br />community. He stated he will probably vote against it. <br />Sheets asked Lipton if there were other options. <br />Lipton stated it could be banned. <br />Sheets stated banning was not the direction from City Council. <br />Heather Balzer, Deputy City Manager, asked to address the Commission. Lipton <br />gave permission. <br />Balzer clarified the direction by City Council. <br />Pritchard stated the Staff has done what Council asked them do and the <br />ordinances before us for is for review again this evening. He stated this is an <br />ordinance we can live with as residents of Louisville. <br />O’Connell thanked staff for the suggested wording change in Section 5, it is a <br />good change. She also stated her support of staff findings regarding the <br />cultivation of marijuana and the fact it is too new of industry to make an informed <br />decision at this time. <br />Loo stated the arguments presented by Russell and Lipton have caused her to <br />decide to not support the adoption of the proposed ordinances. <br />Lipton suggested the Commission consider a way to craft the motion which <br />would disagree with the policy. <br />Russell stated he feels the staff is capable of communicating the Commissioners <br />feelings to City Council. <br />Lipton asked if the Commission really wanted to put it on staff to express our <br />wants / desires. He stated that by making it part of the motion it would probably <br />be more effective. <br />Pritchard reminded the Commissioners that their responsibility is to vote on the <br />ordinance as presented by staff. <br />O’Connell presented wording and punctuation changes to Section 5 B.2 in the <br />ordinance as follows: <br /> Within one thousand three hundred twenty … or high school; a publicly <br /> <br /> <br />
