COUNCIL COMMUNICATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: AUGUST 9, 2011 <br />SUBJECT: UPDATE /DISCUSSION — LOCAL LICENSING AUTHORITY <br />ORIGINATING DEPARTMENT: CITY CLERK'S OFFICE <br />SUMMARY: <br />The following members are proudly serving on the Local Licensing Authority for 2011 — <br />Robert Gunning — Chairperson Cecilia Wilson— Vice - Chairperson <br />John Carlson John Rommelfanger <br />Marguerite Lipton Matthew Machado — Associate Member <br />The Authority continues to review liquor license renewals, changes to licenses, special event <br />permits, and grant new licenses and transfers. Police department reports are evaluated as <br />they are presented to the Authority and hearings are ordered and held as appropriate. <br />The Authority again worked with the Downtown Business Association to modify some <br />downtown businesses to include the addition of the street patios to their licensed premises for <br />the summer months. This continues to add increased vitality to the downtown area. <br />Recent State legislation will allow Local Licensing Authorities to approve Special Events <br />Permits without sending them on for State approval. A draft ordinance will be forwarded for <br />Council approval with second reading scheduled for August 16, 2011. <br />The Authority added the responsibility for licensing of medical marijuana businesses in the City <br />of Louisville due to the recent legislation passed by City Council. This resulted in having to <br />adopt new By -laws, Rules of Procedure and approve using the State application with a City. <br />addendum. The two current businesses submitted applications and public hearings were held. <br />Those hearings ended with motions to approve local licensing for the two businesses. <br />The Authority appreciates the Louisville Police Department for their willingness to not only <br />attend Authority meetings, but keeping the Authority informed of what is happening in the <br />community with the liquor establishments. Sergeant Lanphere and Officer Gordanier have <br />provided excellent support to the Authority.
