The primary challenges come from offsite <br />impacts to the land and the ability to serve the parcel with sanitary sewer and to drain the <br />property of surface runoff. The domestic water systems, gas systems and electrical systems <br />appear to be sufficient and are adjacent to the property. <br />Regarding the sanitary sewer, there is currently no outfall connection extended to this site. The <br />location of the City’s wastewater treatment plant is such that gravity connection of this parcel is <br />not available. The adjacent parcels to the east obtain sewer connection by a municipal lift station <br />in the Colorado Technological Center. The City recently upgraded this facility to accept the <br />flows from this and other parcels. There area fees associated with these improvements should <br />this development connect to those facilities. <br />While the lift station exists, the BNSF railroad blocks the ability to connect to the existing City <br />sewer system in the CTC. This project will attempt to obtain approval from the BNSF and a <br />property owner in the CTC to route a sewer main under the tracks and through a private lot to the <br />City’s existing system in Arthur Avenue. Easements across the private property will need to be <br />negotiated on behalf of the City and the work would be completed by the ownership group. With <br />this concept, the Games family parcel is proposed to connect to the existing outfall from the CTC <br />as it converts from pressurized system to a siphon that extends under Coal Creek to the north. <br />This connection would reduce the amount of infrastructure in the City’s inventory by shortening <br />the public main lines from the site to the Outfall system, and lessen the burden on the facilities in <br />the CTC, should that connection occur. <br />Should the owners group not be successful in negotiations, an on-site lift station and force main <br />connection to the siphon at Coal Creek is an alternative. This alternative could occur <br />independent of the BNSF railroad crossing and offsite easement acquisitions. <br />Similar with the sanitary sewer, the drainage outfall for this property is essentially non-existent. <br />This parcel accepts runoff from the open space parcel to the west, where it then combines with <br />on-site runoff and flows to a low point against the BNSF railroad tracks about 1,400 feet north of <br />Dillon Road.
