sidewalk widening, traffic calming at intersections, street trees, brick pavers, <br />benches and period lighting.. <br />• Mid 1990's the Task Force continued to work, developing the plaza at the east <br />end of Spruce Street downtown, and partnering with downtown businesses in <br />developing a signage plan for "Historic Downtown ". <br />• Mid to late 90's Downtown Business Association (DBA) markets "Historic <br />Downtown Louisville" and considers preservation as an important factor for their <br />economic future. <br />• 1996 Concerned citizens work to develop "The Next Decade Plan" a ten -year <br />plan to guide future development in and around Old Town Louisville. The plan <br />seeks to support the work of the Louisville DBA, its members and constituents, <br />which include the Louisville Historical Commission and the City of Louisville. <br />• 1997 "The Next Decade Plan" is presented in a joint work session with City <br />Council, Planning Commission and sixty Louisville citizens on February 25, <br />1997. <br />• 1997 Preservation Master Plan for Louisville. DBA partners with Historic <br />Boulder to develop the Plan. The Plan, completed in 1998, calls for creation of a <br />historic preservation commission, surveying of historic properties, designation of <br />historic resources, and design guidelines. Although the plan is not adopted by the <br />City it serves an important element in city policy development and represents the <br />support of stakeholders. <br />• 1997 Consensus building design workshops are held, involving city staff, <br />stakeholders, and citizens to develop the vision, goals for downtown. These <br />efforts resulted in: <br />o Downtown Framework Plan (adopted 1999) Clarifies vision, purpose and <br />goals for downtown development. <br />o Downtown Design Guidelines and Standards (The Design Handbook - <br />adopted 1999)- the regulatory tool to implement the vision, goals and <br />purpose outlined in the Framework Plan. <br />• 1998 Downtown Framework Plan (Adopted 1999). A key recommendation is <br />"Ensure that priority is given to historic preservation planning ". A stated policy of <br />the Plan: "Historic preservation should be strongly encouraged" <br />• 1998 The Design Handbook. With respect to historic buildings the Handbook <br />states "The standards and guidelines reflect the City's philosophy that to <br />encourage the preservation and careful treatment of the historic resources within <br />the district [Historic Downtown]. It establishes a rating system and design <br />standards and guidelines and for historic buildings. <br />6 <br />
