Davidson agreed with Levihn regarding the $5.5 million in improvements that were made <br />to downtown Louisville. He explained that the City invested money to improve <br />downtown to ensure that the downtown business community survived the large-scale <br />retail developments in Louisville and the surrounding area. He stated that downtown <br />Louisville is what makes the city different from other cities and towns. He expressed <br />support for a Business Improvement District and commended the Downtown Business <br />Association for pursuing the idea. He stated that downtown Boulder is successful due to <br />the formation of a Business Improvement District and the businesses tax themselves to <br />improve their own livelihood. He stated that if downtown prospers, the sales tax revenues <br />could outweigh the seed money investment in one year. He stated that he believes the <br />Downtown Business Association would fund it themselves if they could. He did not feel <br />it was practical to ask the Downtown Business Association to raise the funds entirely and <br />expressed support for the Business Improvement District. <br /> <br />Light explained that if it is Council's desire to approve the grant payment, the motion to <br />do so should be conditioned upon the execution of a mutually-agreeable grant contract <br />which, if desired, the Mayor could be authOrized to execute or the contract could be <br />approved as a consent item at a future Council meeting. <br /> <br />Sisk moved that Council approve the Downtown Business Association Grant Request and <br />authorize the Mayor to execute a mutually-agreeable grant contract with the assistance of <br />City Staff, seconded by Levihn. <br /> <br />Roll call was taken.
