Horticultural & Forestry Advisory Board
Minutes
March 2, 2007

without going out to bid. The contract specifies certain application methods,
such as spot-spraying, be used in certain situations. Application methods and
frequency also vary depending on the uses of the area being treated, eg
soccer fields vs green space. Scott provided a list of the four chemicals
currently used by the City: Roundup, usually spot-sprayed from a wand on a
backpack or atv; Surflan, a pre-emergent which is almost always broadcast;
Super Trimec, a broad leaf herbicide mostly used on dandelions in the parks;
and Ornamec, which is used on grass in flowerbeds. Scott stated that
application areas are marked with flags for 24 hours after application-
comment was made that the flags being used this year are not as visible as in
prior years. There were several recommendations for better notification prior
to application, perhaps through the City website and telephone calls to
residents.

Discussion of what neighboring communities including Boulder and Superior
are doing. Scott stated that although the City of Boulder is working on
improving notification procedures, more focus on hand-pulling or burning
weeds, and the use of organics, they still use a fairly extensive list of
chemicals. The Town of Superior has increased its effort in tracking the use of
chemicals and record-keeping. Scott is working with City staff to create a
database for Louisville, in part to learn how much chemical treatment costs,
and how many acres are being treated.

Discussion of alternatives to conventional chemicals, including vinegar and
corn gluten (may be some toxicity issues due to necessity of multiple
applications.) May be possible to test alternatives in specific sites such as
Memory Square or the Arboretum. Tim stated that the primary concern should
always be public safety. Scott responded that the City cannot afford to entire
halt the use of herbicides, and that the chemicals currently used are safe as
applied.

The dialogue between HFAB and Land Management will be ongoing, in order
to raise awareness and become better informed about chemical use issues.
Tim has offered to present an overview of the four chem icals currently used by
Louisville at the next meeting of HFAB on Thursday, June 7.

7. Arbor Day/"Seven in Seven" Tree Planting: Chris reported that during the
week of April 21-28, 48 2-inch balled & burlap trees were planted. Thirty-five
volunteers plus members of HFAB participated. Chris will send a wrap-up
report to the Louisville Times and the City website.

8. Arboretum: Work on the 501 (c)3 is still in process with City Attorney Sam
Light. Non-profit status must be established before any fundraising can take
place. Matt offered to research commemorative bricks, which could be sold
this summer at the Friday Street Fair.
