The motion carried by <br /> a vote of 7 -0. <br /> RESOLUTION No. 41, SERIES 2011 A RESOLUTION SETTING CERTAIN FEES, <br /> RATES AND CHARGES FOR THE CITY OF LOUISVILLE, COLORADO <br /> MOTION: Mayor Pro Tem Marsella moved to approve Resolution No. 41, Series 2011, <br /> seconded by Councilor Dalton. All were in favor. <br /> RESOLUTION No. 42, SERIES 2011 A RESOLUTION APPROVING A BUSINESSS <br /> ASSISTANCE AGREEMENT WITH ROCKY MOUNTAIN NATURAL LABS, LLC. FOR <br /> THE OCCUPANCY OF EXISTING VACANT SPACE AT 833 WEST SOUTH <br /> BOULDER ROAD IN THE CITY OF LOUISVILLE <br /> Mayor Sisk requested a Staff presentation. <br /> Economic Development Director Star explained Council action is requested on a <br /> proposed Economic Development Business Assistance Package (BAP) for Rocky <br /> Mountain Natural Labs. Rocky Mountain Natural Labs is a manufacturer of topical <br /> skincare products that "create healthy skin by enabling cellular processes at the <br /> deepest tissue levels." They are about to launch a new line of products. <br /> Rocky Mountain Natural Labs is a 20 -year old company currently located in Boulder, <br /> and is expanding. A site in contention is 833 West South Boulder Road. The Louisville <br /> site is approximately 23,000 unfinished square feet in the Gaiam building. Rocky <br /> Mountain Natural Labs plans to make a location decision in July and start the tenant <br /> finish work immediately. They hope to be completed and begin occupancy in the fall. <br /> The assistance would be funded by permit fees and construction use tax from the <br /> tenant finish of the existing space. The City estimates that Rocky Mountain Natural Labs <br /> will generate new revenue of $28,105.00 from building permit fees directly to the City in <br /> the first year of operation, given an investment of over $900,000 in tenant finish costs. <br /> Based upon the estimated revenue projection, staff recommends the following: <br /> Building Permit -Fee Rebate Value 50% rebate on permit fees for tenant finish <br /> $6,150.00 (Excludes tap fees). <br /> Building Use Tax Rebate 50% rebate on Building Use Tax for core /shell/Tenant <br /> finish (excludes .375 Open Space tax and .125% Historic Preservation tax) <br /> $7,850.00.
