City Council <br /> Meeting Minutes <br /> July 19, 2011 <br /> Page 6of8 <br /> HHW costs increase 20% in 2011 (reflecting increased participation this year) <br /> and then 5% in 2012 and 2.5% each year in 2013 -2015 <br /> The cost of salaries and benefits for staffing allocated to the program increases <br /> an average of 5% per year. <br /> Under these assumptions the net impact on the Solid Waste and Recycling Fund would <br /> be minimal and the Fund would maintain a positive Fund balance through 2015. The 32 <br /> Gallon Prepaid Sticker will remain at $3.00 each. The new rate increases will go into <br /> effect on August 1, 2011. <br /> PUBLIC COMMENT <br /> Mark Persichetti, 1402 Taft Place, Louisville, CO preferred the cost of the program not <br /> be increased. He supported maintaining the 50 cents administrative fee and minimizing <br /> the CPI formula- allowed fee increases, by applying revenues received for recyclable <br /> materials. He supported the use of revenues to fund Household Hazardous Waste <br /> (HHW) collection and requested the apportionment continue for the coming years of the <br /> service contract. He urged staff to continue to apply the remainder of the recyclables <br /> revenues to our individual account costs. He addressed recycling and stated the more <br /> available for sale, the more revenues are returned to the city and more funds are <br /> available to apply against the overall program costs. He noted the City still has lower <br /> rates with the community -wide program than through individual accounts with separate <br /> service providers and there is no charge for recyclable materials. The costs for compost <br /> containers are far lower than for trash containers. He endorsed the resolution. <br /> Public Works Director Phare noted the Household Hazardous Waste $10.00 per visit <br /> co -pay was eliminated. <br /> COUNCIL COMMENTS <br /> Councilor Dalton addressed a typographical error in Section 3 of the Resolution and <br /> requested the word Perorations be corrected to read Pro rations. <br /> Mayor Sisk addressed Boulder County's new Household Hazardous Waste facility and <br /> noted there is no charge and the system is very user friendly. He encouraged Louisville <br /> residents to use the facility. He requested if additional funds are available, they be <br /> allocated to special events to increase recycling. <br /> MOTION: Mayor Pro Tem Marsella moved to approve Resolution No. 43, Series 2011, <br /> as revised, seconded by Councilor Dalton. Roll call vote was taken. The motion <br /> carried by a vote of 7 -0. <br /> APPROVE PROPOSED SETTLEMENT OF AT T MOBILITY CLAIM FOR REFUND <br /> OF TAX ATTRIBUTABLE TO INTERNET ACCESS SERVICES <br />
