reviewed with the CCGC management company and then presented to the City <br />Council for their consideration and further direction. This data and resulting <br />analyses shall be updated every two years as the situation warrants or as requested <br />by City Council. <br />2. City staff in cooperation with the management company will develop a Master <br />Plan for the operation and maintenance of the Coal Creek Golf Course. This <br />Master Plan for Coal Creek Golf Course will include the following elements: <br />1. Vision <br />2. Operating and performance measures and standards <br />3. Capital Improvement Plan, including recommended priorities, time - lines, <br />cost estimates, funding sources and implementation strategies <br />4. Marketing goals and objectives, including target markets, market share <br />and strategies for achieving those goals and objectives <br />5. Communications and Customer Relations plan, including customer <br />satisfaction goals and strategies to build customer connection and loyalty <br />6. Financial sustainability and Implementation plan including information <br />showing a timeline and milestones for generating sufficient revenue to <br />cover all operating costs and fund the Capital Improvement Plan. <br />3. The Board based on the knowledge that it has obtained in Section 6.1 above will <br />review and evaluate the Golf Course Master Plan and make recommendations to <br />the City Council as to the efficacy and effectiveness of this Master Plan. <br />4. The Board will make recommendations on the content of and analyze and <br />comment on the results of periodic customer service surveys and monitor <br />management company responses to customer complaints regarding customer <br />service, maintenance, conditions and operations of Coal Creek Golf Course. <br />5. The Board will prepare a report to City Council regarding adherence to the <br />provisions of the agreement for the management of the Coal Creek Golf Course <br />and success in achieving the performance standards, goals and objectives <br />identified in the Golf Course Master Plan and the results of the customer service <br />surveys. This report will be presented to the City Council on a quarterly basis <br />until and unless the City Council determines that less frequent reporting —in no <br />case less than annually —is sufficient. <br />6. The Board will address other specific duties as assigned by City Council. <br />2 <br />
