<br />City Council <br />Meeting Minutes <br />January 16, 2007 <br />Page 5 of 13 <br /> <br />Council member Muckle asked for clarification on the definitions relative to <br />bringing in new businesses into the City. City Attorney Light explained the <br />language is set up to require businesses to set their projections and state their <br />objectives. The ordinance incentive program will consider each business on a <br />case-by-case basis. <br /> <br />Council member Muckle asked if there should be language in the ordinance <br />which stipulates the City's cost. Ms. Hogan stated the incentives would be in the <br />reduction of permit fees. City Attorney Light confirmed the reduction would be <br />building and plan check fees. <br /> <br />Council member Marsella questioned the voting requirement. City Attorney Light <br />stated the Charter addresses a majority vote. He noted four votes from Council <br />would constitute a majority vote. <br /> <br />Mayor Sisk stated the ordinance allows Council more flexibility to assist the small <br />businesses. He felt it was a great effort by the BRaD Committee. <br /> <br />Mayor Pro Tem Brown explained there will be further discussion on revenue <br />sharing in another agenda item. It is a concept being discussed by a Consortium <br />of Cities Work Group. <br /> <br />Mayor Sisk requested public comment and hearing none, closed the public <br />hearing. <br /> <br />MOTION: Council member Muckle moved to approve Ordinance No. 1507, <br />Series 2007, with the followin!~ amendments to Section 3.24.050, under <br />Approval of Agreements; the third sentence a period be added after the words "or <br />business", and in the same sE!ction, line 5 be struck to begin the sentence "The <br />Applicant may use said amounts only for public or public-related improvements." <br /> <br />City Attorney Light requested the amendments include the deletion of the <br />references to fifty percent, and additional language be added to cross-reference <br />the agreement to read "in an amount which will not exceed the amount specified <br />in the agreement in Section 3.24.100". Council member Muckle accepted the <br />amendment. <br /> <br />Mayor Pro Tem Brown seconded the motion. Roll call vote was taken.
