<br />City Council <br />Meeting Minutes <br />April 4, 2006 <br />Page 5 of 9 <br /> <br />of RMCS, LLC. Ordinance No. 1517, Series 2007, would zone, in conjunction <br />with the pending Takoda Anm:lxation request, a 32.40 acre enclave parcel to City <br />of Louisville as Planned Community Zoned District (PCZD). The City Council <br />approved a Resolution of Substantial Compliance on January 6, 2007 setting the <br />public hearing date for the annexation and zoning for April 4, 2007. <br /> <br />A General Development Plan defines the street system, planning area, character <br />and density of a respective development. The Takoda Village GDP is consistent <br />with the Municipal Code requirements. The North Louisville GDP authorized a <br />total of 565 residential units, 275 of those residential units are allocated to <br />parcels on the east side of Hwy 42 and 290 units are allocated on the west side. <br />The majority of those entitled units are multifamily carrying a density of 12 to 15 <br />dwelling units per acre. Approximately 13 acres of commercial office/retail are <br />designated on the east side of Hwy 42, 15 acres designated on the west side. <br /> <br />Access: The GDP plan reflects a proposed circulation plan which is based upon <br />access from Paschal Road extended west of Highway 42, and the extension of <br />Summit View Drive west of Hi~lhway 42. The intersection of Highway 42 and <br />Paschal is approved for a traffic signal when warranted. A proposed north/south <br />collector would extend from Pclschal bisecting the subject parcel creating street <br />frontage and access for Planning Areas #1 and #2. <br /> <br />Land Use: The parcel is comprised of two planning areas as divided by the <br />north/south collector street. Planning Area #1 is 7.11 acres in area and will have <br />frontage on both the proposed collector to the west and Highway 42 to the east. <br />The Planning Area proposes a mix of commercial retail, commercial office and <br />residential land uses. The primary use is proposed as commercial with <br />approximately 54,000 square feet. The residential use, either in a single-family or <br />multi-family format, is requesting a total of ten units. Based upon a 12% public <br />land dedication, there would be a .85 acre land dedication in Planning Area #1. <br /> <br />Planning Area #2, located between the proposed north/south collector road and <br />the BNSF railroad tracks, is 22.95 acres in area. Land use in this planning area <br />would be primarily residential as well as those permitted uses under the PCZD- <br />Residential zoning category. The GDP provides for a total of 50 residential uses, <br />which would yield a density of 2.18 dwellings per acre. <br /> <br />Land Use Density: There is an overall residential entitlement for a total of 380 <br />units for the east side of Highway 42 in Opportunity Area #1. An additional 82 <br />units provided through the Comprehensive Plan to be allocated between the two <br />unincorporated enclaves, 60 units to the Hamm Property (Takoda) and 22 units <br />to the Alkonis Property. The majority of the Alkonis Property, located adjacent to <br />Highway 42, is designated as commercial office and retail. The request for 60 <br />units on the proposed Takoda GDP is consistent with the Comprehensive Plan. <br />
