<br />City Council <br />Meeting Minutes <br />April 17, 2007 <br />Page 5 of 10 <br /> <br />Michael Menaker, 1827 Chokle Cherry, Louisville, CO voiced his support of the <br />previous speaker. He stated the City's program is less critical with the State <br />program in place, but should the program be discontinued, there would be no <br />other relief for the elderly, <br /> <br />John Leary, 1116 LaFarge Avenue, Louisville, CO voiced his strong opposition to <br />the repeal of the ordinance. He stated the City has been in budget crunches <br />before and never considered repealing the ordinance, <br /> <br />COUNCIL COMMENT <br /> <br />Council members Yarnell and Clabots supported continuing the program. <br /> <br />Council member Marsella stated in light of the State program, administering the <br />City's current program would add a burden on the City Staff. <br /> <br />Council member Sackett statod the Council's first obligation is ensure the City is <br />in sound financial condition and noted the City is operating on many <br />uncertainties. He stated the City must be consistent in their decision making, <br />and every program must be evaluated, He supported Staff's recommendation. <br /> <br />Council member Muckle sug~,ested if the ordinance passes and the program is <br />repealed, Staff present a needs assessment to ensure there is not any overlap or <br />an oversight. He suggested an income based program. Finance Director Leslie <br />stated an income based program puts a burden on Staff to determine eligibility. <br /> <br />Mayor Sisk voiced his support of the City Staff and did not want to overburden <br />them. He suggested the appliicants be required to sign an affirmation that they <br />meet the criteria of the rebate! program. He recommended continuing Ordinance <br />No. 1515, Series 2007 to June 5,2007. He thanked Mr. Leary, Mr. Menaker and <br />Mr. Pierce for their comments. <br /> <br />MOTION: Mayor Sisk moved to continue Ordinance No. 1515, Series 2007 to <br />June 5,2007, seconded by Council member Sackett. Roll call vote was taken. <br />The motion carried by a vote of 6-0. All in favor.
