<br />City Council <br />Meeting Minutes <br />May 15, 2007 <br />Page 4 of 13 <br /> <br />ORDINANCE No. 1518, SERIES 2007 - AN ORDINANCE ZONING AS <br />INDUSTRIAL CERTAIN PROPERTY ANNEXED TO THE CITY OF <br />lOUISVlllE AND KNOWN AS THE HOYLE PROPERTY - 2nd Reading - <br />Public Hearing <br /> <br />APPROVAL OF A ZONING AGREEMENT FOR THE HOYLE PROPERTY <br /> <br />Mayor Sisk requested a City Attorney introduction. <br /> <br />City Attorney Light read Ordinance No. 1456, Series 2004, and Ordinance No. <br />1518, Series 2007. He explaIned this matter comes before City Council as a <br />public hearing on the propoSE!d zoning for the Hoyle property. Ordinance No. <br />1456, Series 2004 would zom:l the property as Agricultural subject to a density <br />restriction, and Ordinance No. 1518, Series 2007, is an alternative ordinance <br />which would zone the property as City Industrial. Also included is a Zoning <br />Agreement. The 33.78-acre parcel is on the north side of Dillon Road, <br />approximately midway betwel3n Pierce Avenue and S 104th Street. Mrs. Virginia <br />Hoyle and the Hoyle Family Trust own the property and are represented by Mr. <br />Richard Lopez. <br /> <br />A process was initiated for thl3 IGA parties' review of a proposed amendment to <br />the IGA permitting consideration of Industrial zoning. Louisville approved the <br />proposed IGA amendment on December 5, 2006. Lafayette approved the <br />proposed amendment on January 2, 2007; a minor revision to the amendment <br />has been proposed to accommodate Lafayette's resolution. Boulder County <br />approved the proposed amendment on February 20,2007. Broomfield has not <br />approved the amendment and at its May 8,2007, City Council meeting <br />expressed interest in exploring an addition to the amendment and voted to table <br />the approval pending further review. <br /> <br />In addition to the zoning ordinance there is the Hoyle Zoning Agreement. City <br />Attorney Light recommended the Council conduct a public hearing. <br /> <br />Mayor Sisk opened the public hearing and requested the City Attorneys <br />comments be incorporated into the hearing. He reported on his email to <br />Broomfield's Mayor Stuart. Broomfield requests the Amended IGA include a 10- <br />acre parcel for their Fire District. Mayor Sisk informed Mayor Stuart the two <br />amendments should be considered separately. <br /> <br />City Attorney Light reviewed the options available to Council. He recommended <br />against conditional approval of the Hoyle zoning ordinances and suggested <br />continuing the public hearing to the next meeting. <br /> <br />Mayor Sisk requested public comment. <br />
