<br />City Council <br />Meeting Minutes <br />June 19, 2007 <br />Page 6 of 13 <br /> <br />value of $250,000, which will allow a maximum rebate in 2007 of approximately <br />$133.00. <br /> <br />Two ordinances were presented for City Council's consideration: Ordinance No. <br />1515, Series 2007 repeals thE! senior property tax rebate program, in its entirety, <br />for tax year 2007 payable in 2008. Ordinance No. 1521, Series 2007 leaves the <br />program in place with a restriction stating the applicant would not be eligible for <br />the City rebate if they are eligiible for the state tax exemption. The City may <br />require a written affirmation of all applicants stating they are not eligible for the <br />state program to qualify for thiS City program. This would be effective for tax year <br />2007 payable in 2008 and thereafter. <br /> <br />Mayor Sisk opened the public hearing and requested Deputy City Clerk Hanson's <br />remarks be made a part of thE~ record. <br /> <br />PUBLIC COMMENT <br /> <br />Robert Pierce, 1827 Eisenhower Drive, Louisville, CO requested the Council <br />consider Ordinance No. 1521, which provides an eligibility requirement. He <br />presented a letter signed by the members of the Senior Advisory Boards, which <br />supported the present ordinance with an amendment prohibiting those senior <br />who are eligible for the State Homestead Exemption, from applying for the City <br />Property Tax Rebate. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Muckle requ,ested clarification on ethics with regard to a relative <br />of a Council member eligibility for the City's Senior Rebate. He disclosed his <br />mother-in-law would be eligiblle for a Senior Property Tax Rebate this calendar <br />year. <br /> <br />City Attorney Light explained the Ordinance involves an official action, and under <br />the Code of Ethics, this would! be a matter for the Council member to recuse <br />himself. <br /> <br />Council member Muckle recused himself from the discussions and left the room. <br /> <br />Council member Clabots statl3d his understanding that Ordinance No. 1515, <br />Series 2007 would not take enect until 2008. <br /> <br />Mayor Pro Tem Brown reviewed the history of the City's Senior Rebate Program, <br />and noted the City subsidizes several senior programs. He stated the State <br />program has replaced the nel3d for the City's program. He supported repealing <br />the ordinance. <br />
