In an effort to create regional consistency for builders and developers, <br />LRCAB members in particular would like to see participation by the City in one or more <br />of the many national green building programs, or have the City adopt their own green <br />building code. However, they also would like to potentially see a few key green building <br />elements mandated within the City's residential and commercial building codes. <br />Significant issues need to be addressed however, regarding how to specifically <br />encourage or mandate a green building code, what if any additional burden that program <br />would place on Building Safety Department staff, and how homeowners, builders and <br />developers would be affected by changes in the building code. City Council requested <br />LRCAB and the Board of Appeals work together to facilitate participation by the City in <br />one of the many national green building programs as well as consideration of some key <br />green building elements mandates within the City's building codes. <br /> <br />2. Louisville Resource Conservation Advisory Board - LRCAB updated City <br />Council on efforts to explore the issue of contracting with a single trash hauler in <br />Louisville as well as zero waste events, and the current energy audits of city facilities <br />and potential energy rebates for City facilities. <br /> <br />SinQle Trash Hauler Issue <br />Scott Robson explained that LRCAB has expressed interest in exploring the issue of <br />contracting with a single trash hauler in Louisville in an effort to increase the amount of <br />curbside recycling in the City and reducing the overall cost to residents for <br />trash/recycling services. The City of Lafayette and several other surrounding <br />municipalities have recently contracted for trash/recycling service with a single company. <br />LRCAB would also like to discuss options that may exist regarding "pay as you throw", <br />ie. a rate structure based on how much trash is generated by a home or business per <br />month. EcoCycle has played a significant educational role in surrounding communities <br />when single trash hauler issues have been discussed. Scott indicated that they will be <br />an available resource to the City if the issue were pursued in Louisville. <br /> <br />Zero Waste Events <br />LRCAB Chairman Mark Persichetti and the Land Management Department will work with <br />EcoCycle once again to run the 4th of July and Labor Day festivities at Community Park <br />as "Zero Waste" events. This entails providing recycling containers for composting of all <br />food materials, and recycling of all eating utensils, cans, bottles, etc. generated at the <br />events in an effort to generate zero waste for our local landfills. All vendors participating <br />in the events will be required to only serve food in recyclable or compostible containers. <br /> <br />EnerQY Audits of City Facilities and Xcel EnerQY Rebates for City Facilities <br />While LRCAB has not been directly involved in recent energy audit and Xcel energy <br />efficiency rebate discussions at a staff level, the board is very interested in seeing these <br />programs move forward within the City. Scott Robson provided an update on the status <br />of both programs. <br /> <br />3. Quarterly Update, General Fund Revenue and Expenses & Sales Tax Revenue <br />
