City Council commended <br />the Art Committee for their time and effort in choosing a variety of art mediums <br />for the library. Anne provided a tour of the library to show where the artwork <br />would be located and to show artwork already displayed in the library. <br /> <br />3. Discussion - November 2007 Ballot Question - Sales Tax CIP Allocation <br />The Mayor gave an introduction to the topic and explained that he believed that <br />for the proposal to be successful all Council Members would need to support it. <br />Balser and Acting Financial Director Alan Miller provided City Council with <br />comparison statistics between Louisville and other regional cities. Miller <br />explained that the reallocation was not an increase but offered Council flexibility <br />for funding different programs. Balser discussed the timeline for the election <br />calendar if the Council were to proceed. Council members commented that the <br />statistics indicated that Louisville is under funded, but that they did not feel this <br />was the best approach. Council members commented that the statistics indicated <br />that a mill levy may be in order in the future. <br /> <br />4. City Manager Items - Advance AgendalMeeting Calendar <br />. Ms. Balser provided an update on the Hoyle matter with the City of <br />Broomfield in relation to timing for Council consideration at the July 17 City <br />Council meeting. Balser commented that the Hoyle case was on the <br />Broomfield City Council Meeting agenda for July 10 and that she was to <br />attend as Louisville's representative, but was contacted that Broomfield was <br />pulling it from the agenda. Balser stated the item has been rescheduled to <br />July 24, 2007 and requested a Councilor's attendance at that meeting as <br />well. Council members Muckle and Marsella said that would be available to <br />attend on the July 24th meeting. <br />. Balser had Scott Robson give an update on the final purchase of the <br />Damyanovich open space. Scott reported that Boulder County contributed <br />$200,000 to the purchase and would close on the property July 31,2007. <br />. Tom Mayer's memorial service scheduled for July 11,2007. <br />. Balser commented that a study session on budget related items is scheduled <br />for August 28. In terms of 2008 CIP requests, groundwater issues have <br />recently come to the attention of staff around the golf course, specifically the <br />10th hole. Scott Robson indicated that there was no way of knowing what <br />was causing the issues, but that the City has plans to request CIP funds for <br />2008 to repair the fabric liner of the pond. In the meantime Public Works has <br />plans to drop groundwater wells from Dillon to the golf course although it is <br />not clear this will resolve the issue. Public works will also be doing street <br />repairs which may involve underground drainage that may help the issue. <br />The Mayor commented that he has been contacted by more than one family <br />about the water issue.
