Planning Commission
Meeting Minutes
June 9, 2011
Michael Menaker, 1827 W. Chokecherry Dr. discussed the following:
1) concerns with a roundabout in general and more specifically the proposed
single-lane roundabout,
2) why can’t the underpass line up with the current cross walk.
Lipton asked for Commission comments:
Sheets asked staff if they have a preferred alternative.
Russ stated not yet because the discussion with OSAB changed their minds.
Brauneis stated a traffic study would provide answers for any concerns related to
a roundabout design and emergency vehicle access/useability.
Pritchard stated he would like to see the underpass more in line with the natural
crossing.
Brauneis discussed concerns with the underpass as water issues in the tunnel
(both summer and winter) and lighting for personal safety 24-hours a day.
Lipton suggested staff to obtain comments from the Police Department and the
Louisville Fire Protection District regarding response time, etc for each of the
alternatives. He stated he sees the underpass as the best solution but would like
to see it closer to the intersection. He also stated some type of barriers would
need to be created to prevent the current use of a crosswalk. He also stated the
best answer is probably a reduced speed in the area and the off-set left design.
Sheets thanked staff for all the work that has been done on this project. She said
we would not be able to satisfy everyone. She still likes the underpass and sees
it as the best way to address the safety of the pedestrians and the use of open
space. The goal of the crossing should be to be protective of the open space.
She stated her least favorite is the HAWK.
Lipton asked the Commissioners if they could make a consolidated
recommendation to staff. They each indicated they could not come up with a
consolidated recommendation.
Lipton suggested staff consult with the City of Boulder and draw on their
knowledge base for the use of underpasses.
NOTE:
Loo returned to Council Chambers.
Planning Commission Comments:
st
Pritchard reminded the commission the 1 Street Faire event for the 2011
schedule is tomorrow (June 10, 2011).
Brauneis stated the hearing he attended regarding the International Green
Construction Code was well attended and was a good meeting.
Staff Comments
HWY 42 – RFP
